I set up the theological concepts for migrant workers on the old testament and analyze the biblical teachings on the old testament. I analyze the types of immigrants and the types of terms of immigrants on the old testament. I also analyze the types of sizes of immigrants by the book. And as I analyze Urbekenntnis and Israelite laws for the poor included the migrants, I consider the Lord's religious care to the migrants on the old testament. There are five types of immigrants. Those are voluntary immigrants, compulsory immigrants, economic immigrants, political immigrants and religion immigrants. The concepts of the "foreigner" in the old testament are expressed as ger, toshav, ven nakar, nokri, jar. Especially, "ger" is the foreigner who have several types of immigrants and live with other tribes or other community. I see the Lord for the weak; the orphan and the widow, the foreigner and the traveler, and the poor. As the Book of Deuteronomy emphasize the responsibility the community who contracted with Lord, it emphasize every members in the community are equal.

본 연구는 구약성서에 나타난 ‘이주민’에 대한 개념을 고찰하고, 더 나아가 오늘날의 이주민의 개념과 이주민을 향한 신학적 정의를 확립하기 위하여 쓰여졌다. 연구자는 구약성서의 모세오경을 중심으로 ‘이주민’의 개념과 이주민에 대한 야훼의 사랑과 이스라엘의 역할을 분석하였다. 구약성서의 이주민에 대한 주요 개념은 다음과 같다. ‘게르’(ר󰕂), ‘토샤브’(ב󰚂תוֹ), ‘벤 네카르’(ר󰗇󰗽 ן󰔳), 노크리(י󰙞󰗎󰗺), ‘자르’(ר󰕾)이다. 특히 ‘게르’(ר󰕂)는 자신들이 태어난 사회-경제적 상황과 관련이 없는 곳에 다양한 형태로 이주해 다른 부족이나 공동체를 떠돌아다니거나 몸 붙여 사는 외국인을 말한다고 할 수 있다. 구약성서는 하나님과 맺은 계약 공동체의 책임성을 강조한다. 희년제도는 이스라엘은 야훼의 땅에 사는 나그네임을 강조하며, 이주민들에 대한 공평과 정의를 강조하고, 신명기에서는 나그네와 노예 된 이들을 하나님 안에서 ‘한 형제’로 받아들이라고 말한다. 따라서 이스라엘 백성이 야훼를 섬긴다는 것은, 곧 야훼를 경외하고 섬길 뿐 아니라, 동시에 야훼께서 지으신 그의 백성에 대한 공평과 정의를 실현 하는 것임을 강조하는 것이다. 이것은 현대를 살아가는 우리에게 우리의 이웃인 이주민들을 향해 어떻게 나아갈 것인가 방향을 제시해주고 있다.
