This study aims at developing a new after-school child-care system for low income families which could deliver more effective and efficient service than current one, by conducting case studies of after-school service by school and community child center. At first, after-school service can be categorized into three types which are school direct service, contracting out service and community child center. And we tried to distinguish the features among them through sampling case study. Secondly, after school service by school and community child center were compared through SWOT which was accomplished by in depth interview. Finally, the role model for after-school service was developed so that meals and learning might be integrated at the school, care, counseling and emotional supporting might be transferred the school. And social worker of community child center can be dispatched to school for caring after school clients. We conclude that the role of both need to be reallocated each other for service improvement. That is school based after-school service delivery system.

본 연구의 목적은 방과후학교와 지역아동센터에 대한 사례연구를 통해 보다 효과적이고 효율적으로 서비스를 전달할 수 있는 새로운 ‘저소득층 아동 방과후서비스 체계’를 제시하는데 있다. 이를 위해 첫째, 방과후서비스를 학교장 직영형 방과후학교, 외부기관 위탁형 방과후학교, 지역아동센터의 세 가지 유형으로 분류하고, 각 유형별로 충청남도 천안시 소재 기관을 1개소씩 3개소를 표집하여 방과후학교 담당교사와 지역아동센터 시설장을 대상으로 심층면접을 통해 사례를 수집하였다. 둘째, 수집된 사례를 바탕으로 SWOT분석을 실시하여 방과후학교와 지역아동센터의 전략을 도출하고 역할모델을 제시하였으며, 마지막으로 두 서비스 상호간 역할을 재설계하는 발전적인 저소득층 아동 방과후 서비스 체계를 제시하였는데, 이는 지역아동센터의 생활복지사를 학교로 파견하여 돌봄, 상담 및 정서지원을 이관하고, 방과후 교육과 급식은 학교로 통합하되 후원․결연 및 가족지원 은 종전과 같이 지역아동센터가 직접 제공하는 학교중심 방과후서비스 전달 체계를 말한다.
