The beginning of this year, The Government presented the plan of Local police system. Its main content is the establishment of Local police in City, Gun and District office. But the establishment of Local police must be carried out carefully. This paper studied on the framework of Local police system(LPS) in Republic of Korea. The plan of Local police system by the Government Presented essentially is to establish the LPS to the basis unit. There is no the contention to execute to the wide area. In Korea, Wide area(Unit) is Metropolitan government. This paper proposes that the subject of police should divides with three part in Korea. That is, The police of basis unit, The police of Wide unit and National police. The framework of Local police system(LPS) in Korea must come to make in the police of three parts. For example, The police of wide unit is Seoul Metropolitan Government police, Busan Metropolitan City police. The police of basis unit is Chongno-gu police, Sanch'ong-gun police. In addition, The police service must come to divide with 3 parts. That is, The police service of basis unit, The police service of Wide unit and National police service. This plan can do diversification and pluralism of police service. Conclusively, The police system of Korea must be composed of three parts, National police, wide unit police and basis unit police.

이명박 정부가 출범한 이후, 자치경찰 도입에 관한 논의는 새로운 국면으로 접어들고 있다. 이전의 참여정부가 추진해 온『주민생활중심의 자치경찰제(안)』을 기초로 이를 보완한 새로운 방안이 추진되고 있다. 새로운 방안 모색의 핵심은 광역자치단체에 대한 자치경찰 권한을 어떻게 부여할 것인가에 있다. 이러한 시점에서 본 연구는󰡐지방분권화󰡑라는 상위의 국가목표를 실현하기 위한 자치경찰제 도입 모형에 대해서 논의해 보고자 한다. 먼저, 자치경찰제도의 도입논리와 자치경찰의 진정한 의미를 살펴보면서, 이를 기초로 자치경찰에 대한 새로운 인식을 제시해 본다. 그리고 현재 논의되고 있는 정부안의 개략적인 내용을 살펴본다. 이에 근거하여 정부안을 보완하기 위한 자치경찰체제의 기본적 틀을 제시해 보는 바, 자치경찰의 주체와 자치경찰 사무의 배분을 중심으로 우리나라 자치경찰제의 기본 틀에 대해서 제안해 본다.
