In the process of reform of the government and restructuring of local government, the government is transforming the function of local public service delivery system. The delivery system refers to the organizational arrangements that exist among service providers and between service providers and consumers, in the context of the local community. The ideal service delivery system is one in which services are integrated, continuous, accessible, and accountable. Taken separately, however, each of these elements strains against one or more of the others. The number of choices involved in designing delivery systems is large. This study focuses on the status and development plans of local public service delivery system, taking into account status of dream start project in social welfare policy. This study suggests the following necessity for development plans of local public service delivery system: 1) efficient manpower arrangement about executive organization 2) expert ability improvement of executive organization 3) systematization of regional needs investigation 4) specialized dream start model development 5) solidarity insurance together with civil society

본 연구에서는 전달체계에 대한 이론적 논의와 선행연구들을 통해 이명박 정부가 수행하고 있는 드림스타트 서비스 전달체계에 대한 내용을 검토하고, 청주시의 운용사례들을 분석해 봄으로써 효율적인 서비스 전달체계 구축방안을 논급해 보는데 연구의 목적을 두었다. 이 연구를 통해 나타난 문제점으로는  인력관리의 효율화 문제  사업수행기관의 전문적 능력 부족  특화된 프로그램의 부족  중앙정부 및 지방정부의 일관된 추진체계 부족  드림스타트사업 보조금 배분의 비합리성 등이 제시되었으며, 지방공공복지 전달체계의 효율화를 위해 이 연구에서는  사업수행기관에 대한 효율적인 인력배치  사업수행기관의 전문적 능력 향상  지역욕구조사의 체계화  차별화된 드림스타트 모형 개발  시민사회와의 연대 강화 등을 제시하였다.
