The key words of this study is the youth employment promotion after the economic crisis emerging in both OECD and developing countries, esp. in America due to Goldmansachs bankruptcy. The focus of this study is to analyze the youth employment trends in Korea labor market and Jeonbuk Province as well and to evaluate the youth employment policy and program for the youth who have been unemployed or willing to have the regular jobs. For this study, firstly, some statistical data analyzed in the economic forecasting institutes and prior materials issued in the research organizations. Secondly, in order to give aid to formulate the agenda and design the employment policy for youth, empirical survey was conducted to the students being in he high school and colleges in Jenbuk area. Through this research some implications were found. First of all, the government will have to prepare the sustainable and systemic employment policy and programs for youth who will be the core stones in the future generation and sustain the national economy and industry such as the complex employment strategies. Secondly, government will have to try to renovate the propaganda system in order to give the real time and high quality information to the youth on the web like as work-net. Finally it would be expected that the outcomes of this study would contribute to making policy and research concerned instead of some limitation and constraints.

글로벌 경제위기 도래에 따른 실물경제의 위축과 함께 동반된 고용시장침체의 장기화 현상은 OECD 회원 선진국을 비롯한 신흥공업국 여러 나라에서 2009년 상반기에 나타나고 있으며, 실물경제의 위축이 가져올 가장 큰 문제점으로는 실업률의 증가에 따른 고용시장의 위축이라고 보고 있다. 한국의 경우 경제위기와 함께 도래한 실업률 해소를 위해 기존에 수립해 오던 폴리텍 설립 등과 같은 정책과 병행하여 청년인턴제실시와 같은 고용부양정책을 수립, 시행해 오고 있지만, 금년 10월 통계 동향에 나타난 바와 같이 ‘고용 없는 경제회복세’ 등의 문제점이 나타나고 있다. 문제점 진단을 통한 대안제시를 위해 본 연구에서는 중앙정부 차원과 전라북도 차원의 청년층 고용정책 및 제도에 대해 살펴보고, 다음으로 고용동향에 대해 분석해 보았다. 연구결과, 중앙정부 차원의 정책 및 제도는 청년인턴제 실시에서 대표적으로 나타난 바와 같이 단기적인 차원의 정책이 많았음을 알 수 있었다. 특히 전라북도의 고용정책의 경우, 지속가능한 청년일자리 창출, 지역 특색에 맞는 고용창출 인프라, 공공기관 행정인턴제 정착 등의 측면에서 보완이 시급한 것으로 나타났으며, 정보접근성 및 활동도 제고를 통한 청년층 고용증진부분에서는 정보의 이용도 보다는 정보의 질이 향상되어야 하는 것으로 나타났다.
