This paper examines how the Korean local government has made efforts to increase the amount of the budget financed by the central government including categorical grants and budget for the programs carried directly by the central government. The Jeonbuk Province is selected for this study. The study details as follows: (1) The Jeonbuk local government attains about 90 % of the amount of its requests. But the increase rate of the budget for the Jeonbuk is higher than the rate of the central government budget. (2) To increase the amount of the budget for the program carried by the central agencies in the Jeonbuk region, the Jeonbuk local government keeps visiting to the cental agencies and assembly men, selling its policy, mobilizing influential people from the Jeonbuk Province and making systemic plans a few years ahead of the beginning of the new fiscal year. (3) The local government's efforts to increase the budget produces side effects such as administrative expediency, waste, and the lack of accountability.

본 연구의 목적은 지방자치단체가 국고보조금과 국가사업 예산을 증대시키기 위해서 어떠한 노력을 하고 그 노력의 결과가 어떠한지 기술하는 것이다. 본 연구는 예비적 연구로 전라북도 지방자치단체를 대상으로 하였다. 또 지방자치단체의 국가예산 증대 노력의 결과를 긍정적인 면과 부정적인 면으로 나눌 수 있는데 여기서는 부정적인 면에 초점을 두었다. 전라북도 도청과 도내 자치단체는 국가예산을 증대시키기 위해서 2, 3년 전부터 체계적인 준비를 한다. 전라북도는 사업을 설명하고 예산을 확보하기 위해서 (1) 평소에 중앙 부처를 방문하고 (2) 단체장이 정책기업가 역할을 하고, (3) 국책연구소와 전문가 그리고 (4) 지역 인사를 활용하며 (5) 국회 대응팀을 운영한다. 그러한 노력의 결과, 요구액의 10% 정도 삭감을 당한다. 그러나 중앙정부 일반회계 증가율보다 전라북도가 확보한 국가예산의 증가율이 더 높은 결과를 얻을 수 있었고, 전라북도는 전라북도 세출 순계의 반이 넘는 액수의 국가예산을 확보하는 것으로 나타났다. 한편, 전라북도가 국가예산을 증대시키려고 노력하는 과정에서 피하기 어려운 부수적인 결과를 초래하였고 그것은 (1) 행정편의주의, (2) 낭비, (3) 책임의 결여 등을 초래한다고 본고는 주장하였다.
