The Yongsan Incident, the issue of housing poverty in urban area, causes acrimonious arguments. In fact, the housing poverty continues to be a crucial social problem in Korean society ever since the urban redevelopment projects stained with demolition and violence in the late 1970s and early 1980s. Namely, housing poverty is the problem of underclass and a menace to the right to live in the
sense that it gives rise to the loss of poor people’s living spaces.
Catholicism has positively attempted to meet the housing poverty.
Notably, the Catholic Organization Urban Poor(COUP) is an organization for poor people’s movements that was the first and most active organization to cope with the housing poverty problem of the urban poor. Therefore, the COUP is called the pioneer of the poor people’s movements in Korea. More specifically, the COUP is judged to make their mark on the poor people’s movements in that their activities include not only the struggles against forced removal, but the movements for securing housing right. There, nevertheless, are very few preexisting studies on the COUP. The purpose of this paper is to review why the COUP succeed, and how they are depressed. To do this, this paper theoretically and empirically analyze the COUP as a poor people’s movement organization in terms of social movement organization. This paper explores the nature, history, and activities of the COUP, and also discusses the significances and urgent problems of the COUP.

2009년 1월말 무리한 강제철거로 인한‘용산참사’를 계기로 도시의 주거빈곤 문제가 커다란 사회적 이슈로 부상하고 있다. 사실 주거빈곤 문제는 강제철거와 폭력으로 얼룩진 도시재개발사업이 본격화된 1980년대 초반 이후 줄곧 우리사회의 주요한 사회문제로 자리하고 있다. 특히 주거빈곤은 도시빈민들의 생활기반의 상실을 초래한다는 점에서 극빈의 문제이자 생존의 문제로 인식되고 있다. 천주교는 바로 이 같은 주거빈곤 문제에 매우 적극적으로 대응해 온 역사를 가지고 있다. 그 중에서도‘천주교 도시 빈민회’(이하 천도빈)는 가장 먼저, 그리고 가장 적극적으로 도시 빈민의 주거빈곤 문제에 대응해 온 빈민운동단체이다. 그 결과 그들은 한국 도시빈민운동의 효시이자 선구자로 불리고 있다. 특히 그들은 단순히 철거투쟁에 그치지 않고 도시빈민운동을 주거권운동의 영역으로까지 확대시켰다는 점에서 한국 도시빈민운동에 큰 족적을 남긴 것으로 평가받고 있다. 하지만, 이런 중요성에도 불구하고 그간 천도빈에 대한 연구는 거의 이루어지지 않은 상황이다. 따라서 본 연구는 이 같은 학술적 공백을 메우고자 천도빈의 형성과 전개를 분석하고 있다. 본 연구는 빈민운동조직으로서의 천도빈의 성격과 역사, 활동을 전반적으로 정리하고 있으며, 아울러 그 의미와 과제에 대해서도 평하고 있다.
