This paper aims to explore the possibility of ‘social ecology’ as an alternative theory of social welfare. For this purpose, we first have reviewed the traditional views and perspectives of social welfare theories and the issues and limits of the welfare state. Then, discussing social ecology, we have found out the several key concepts by which we could analyze new phenomenon of social welfare.
To challenge such problems as monolithic welfare provision, weakened capabilities in the communities as a whole, deepening the inequalities, and environmental pollution, social ecology places an emphasis on integrated views of holism. Moreover, warning the dichotomy between human and environment, and then, focusing on structure of the ruling and ruled, this theory contains some key concepts which could be used as a new frame for theoretical structures of social welfare. Of them, we have found out there concepts; statelessness and diversity; localities and participation; mutual aid and solidarity.

이 글의 목적은 사회복지에 대해 설명할 수 있는 새로운 이론으로서‘사회생태주의’의 가능성을 탐색하는 것이다. 이를 위해 먼저 사회복지를 설명하는 전통적 관점들과 그 결과로 나타난 복지국가의 문제와 한계에 대해 살펴보았다. 그 다음, 대안으로서 사회생태주의에 대해 논하는 과정에서 핵심 개념을 도출하였다.
획일적 복지제공과 지역공동체의 기능상실, 불평등의 심화와 환경파괴 등의 문제에 대해 사회생태주의는 기계론적 사고와 자연과 인간에 대한 분리적 사고가 주된 원인이 되었다며 통합적인 시각을 강조하고 있다. 또한 생태계 문제의 원인으로 인간과 사회내의 지배 구조에 주목하면서 인류 사회의 비복지의 해법과 그 원인을 진단하는데 주요한 원리를 제공해 주고 있다. 이러한 사회생태주의에 내재하고 있는 핵심 개념인 탈지배성과 다양성, 지역성과 참여, 그리고 상호부조와 연대라는 특성은 사회복지의 지향과 실현 방도에 있어서도 매우 밀접한 관계에 있음을 알 수 있고 무엇보다 사회복지에 대한 새로운 틀로 활용될 수 있을 것이다.
