Management Service Organization(MSO) means the company that provides administrative support services relating to the overall services of hospital management which are not related to medical services.
There has been a controversy over the activation of MSO over the recent several years. But the controversy arising from the lack of understanding about MSO itself and the concern about the overestimating influence of MSO, has been useless for reaching social consensus consequently. Therefore, in this paper, a summary to promote the objective understanding of MSO and the indirect effect of MSO on the Korean society, and through that, recommendations about desirable policies relating to MSO was presented.
As a result, MSO has a clear advantage of increasing the efficiency of administration. However, in Korea, the activation of MSO should result in the introduction of virtual foundation profit corporation hospital. And that have contradictory implications, given that profit corporation hospital has been prohibited.
Therefore, it may be necessary to discuss on the activation of MSO only after discussions on whether profit corporation hospital should be introduced in Korea take place at the social level and a social consensus is reached on it, or regulations need to be taken to meet the precondition of nonprofit corporation hospital..

진료행위와 관계없는 병원 경영 전반에 대한 서비스를 제공하는 병원경영지원회사(Management Service Organization, MSO)의 국내 활성화 여부를 두고 최근 몇 년 동안 치열한 논쟁이 되고 있으나, MSO 자체에 대한 이해의 부족과 MSO가 활성화 되지 않은 상태에서 그 영향력이 과장되고 확대 재생산되어 오히려 사회적인 합의에 도움이 되지 못하는 상황이다. 따라서 이 글에서는 먼저 MSO에 대한 객관적인 이해와 MSO의 활성화가 우리사회에 미치게 될 영향을 정리하였으며, 이를 통해 향후 올바른 MSO 관련 정책과 사회적 합의 도출에 필요한 자료들을 종합하고자 하였다.
분석결과 MSO는 경영효율화의 장점을 가지고 있으나 우리나라와 같이 의료법인을 비영리기관으로 규정하고 이에 대한 사회적 합의와 관습이 확고한 상태에서 영리 MSO의 도입은 실질적 영리법인병원의 도입효과가 나타날 수 있는 등의 정책적 모순을 내포하고 있는 것으로 판단된다. 그러므로 먼저 영리법인병원이 우리나라에서 도입되어야 하는 것인가에 대한 사회적 논의와 합의를 거쳐 영리법인병원이 허용된 후에 MSO의 활성화를 논의하거나, 병원 경영효율화를 위한 MSO의 활성화가 지금 시급하다면 MSO를 통해 실질적인 영리병원의 경영이 불가능한 전제를 충족시킬 수 있는 대안이 반드시 마련되어야 할 것이다
