The purposes of this study is to analyse the impact of Foreign Direct Investment(FDI) on local economy in Korea, and to examine some prerequisites of maximizing positive effects of FDI. The impacts of FDI on local economy are analysed for the case of Gyeonggi Province. One of main incentives for FDI inflows in Gyeonggi Province is easy of access to clients and customers. Gyeonggi Province also provides investment environment for foreign-invested firms regarding the administrative processes, legal affairs, accounting, taxation and so on. This study is based on the panel data which refers to the pooling of observations on a cross-section of firms over several time periods. This panel data consists of the micro-data by manufacturing firm level and the macro-data by industry and Gyeonggi region levels for the 1998-2005 period. Industry classification is based on the FICS(FnGuide Industry Classification Standard) system at the four digit level. The sample constitutes of 229 foreign invested firms in Gyeonggi, from a total of 848 foreign invested firms in Korea. According to the empirical results, FDI has a statistically positive relationship between foreign ownership and labor productivity in national total and Gyeonggi Province; the more foreign ownership is, the more labor productivity is. Besides, for FDI in Gyeonggi Province, foreign ownership and firm growth are positively related at the significant level. The estimation results suggest that in general, foreign ownership measured by the growth rate of employees encourages the growth rate of firm. The empirical analysis reveals the positive effect of FDI, so that local governments in Korea make effort to attract inward FDI in the era of globalization and localization. It is required that central government as well as local government facilitate institutional arrangement to maximize positive effect and to minimize negative effect of FDI on local economy.

본 연구의 목적은 외국인직접투자기업의 유치가 지역경제에 미치는 경제적 효과를 분석하는데 있다. 사례연구로는 전국에서 2번째로 외국인투자기업수가 많은 경기도를 대상으로 하였다. 경기도는 수도권지역에 속해 있기 때문에 금융 및 행정서비스에 대한 접근성이 매우 높은 입지조건을 갖고 있다. 또한 경제적 측면에서 인력 및 원부자재의 조달이 용이할 뿐만 아니라 수송 및 유통망 등 산업 인프라가 국내에서 가장 잘 구축되어 있기 때문에 외국기업이 투자하기에 최적의 조건을 갖추고 있다. 본 연구의 실증분석을 위해 제조업체만을 대상으로 기업차원의 미시자료와 지역차원의 거시자료를 통합하여 1998년부터 2005년까지의 기업별, 산업별, 패널자료를 구성하였다. 총 848개 기업 가운데 229개 기업이 경기도에 위치한 기업이고, 산업분류는 에프앤가이드 산업분류(FnGuide Industry Classification Standard: FICS)를 기초로 하여 사업의 특성에 따라 분류하였다. 분석결과에 따르면, 전국의 외국인직접투자기업을 대상으로 분석한 경우와 경기도의 외국인직접투자기업을 대상으로 한 경우 모두 외국인 소유 지분이 클수록 기업의 노동생산성이 높은 것으로 나타났으며 통계적으로도 유의미한 양(+)의 상관관계를 보였다. 또한 전국의 외국인직접투자기업을 분석할 경우 외국인 소유지분은 기업의 성장을 제약하는 반면, 경기도에 위치한 외국인투자기업의 경우에는 외국인 소유지분과 기업성장률 간에는 유의미한 양(+)의 상관관계를 보임으로써 외국인 소유지분이 종업원수의 증가율로 표현된 기업의 성장을 촉진시키는 것으로 나타났다. 따라서 세계화시대에 지역경제의 활성화를 위해 외국인직접투자를 적극적으로 유치할 필요가 있다. 특히 외국인직접투자의 유치를 위해서는 국가차원의 다양한 지원정책이 요구되기 때문에 중앙정부와 지방정부의 유기적인 정책적 협조가 요구된다.
