The purpose of this research is to study the consolidation of municipalities in Switzerland that has advanced local government system and extracted the implication for the approach and procedure of the amalgamation. It first briefly studied the Swiss local government that is based on the principle of subsidiarity and local autonomy. It also reviewed how the structure of municipalities had changed over time and what the differences were according to Kanton. It also pointed out the generally applied procedure and supporting policy for the amalgamation and analyzed the effect of the merger of municipalities. The following section shows what we can learn from the amalgamation of Swiss municipalities in considering the territorial reform in Korea. First, the amalgamation of municipalities should be the driving force for the strength of local autonomy. Second, there should be a variety of incentives for the promotion of the local government's merger. In Switzerland, they provide an array of necessary supports for the amalgamation including the financial incentives. Third, there should be a guideline that can efficiently manage the municipal consolidation. When they try to merge the municipalities of their own decision, the central government should provide them with a guideline for the amalgamation to reduce their workload.

지방행정체제 개편이 사회적 큰 이슈로 제기되어 이에 대한 다양한 연구가 필요하다는 측면에서 본 연구의 목적은 지방자치제도가 가장 잘 발달되어 있는 스위스를 대상으로 자치단체 통합에 대한 연구를 통하여, 통합의 방법과 절차 등에 관한 함의를 도출하는 데에 있다. 이를 위해서 우선적으로 보충성의 원리와 자율성에 근거하여 운영되고 있는 스위스의 지방행정에 대한 특징을 간략하게 고찰하였으며, 게마인데의 구조가 시대의 변화와 더불어 어떻게 변화하였으며, 칸톤에 따라서 어떤 차이가 있는지를 살펴보았다. 그리고 게마인데에 일반적으로 적용되는 통합의 절차 및 지원책에 대해서 살펴보았으며, 마지막으로 게마인데 통합으로 인한 효과는 무엇인지에 대해서 분석하였다. 스위스의 게마인데 통합이 우리나라의 행정구역 개편에 어떤 함의를 줄 수 있는지에 대해서 살펴보면 다음과 같다. 우선적으로 행정구역 개편은 지방분권을 강화할 수 있는 계기로 삼아야 하며, 자치단체간 통합은 자율적 통합에 중점을 두어야 한다. 둘째, 통합을 촉진하기 위하여 다양한 인센티브를 제공해야 한다. 스위스의 경우, 재정적인 인센티브를 제공하는 차원에서 벗어나 통합이 이루어지는 데에 필요한 다양한 지원을 하고 있다. 셋째, 자치단체의 통합을 효율적으로 관리하기 위한 가이드라인이 제공되어야 한다. 자치단체간 자율통합을 추진하더라도 중앙정부가 통합에 관한 일반적인 가이드라인을 마련하여 통합에 따른 업무 부담을 줄여야 할 것이다.
