As the domestic interest in welfare for the disabled grows, the services for the disabled have gradually improved. The importance of independent living, the purpose of the welfare for the disabled, has been increasing with a tendency toward deinstitutionalization in this country. However, in the country, the sphere in relation to domestic practice as well as policy of independent living leave much to be desired in spite of the fact that the interest in independent living for the disabled grows recently. Therefore, it is necessary to make management system for conversion of services in the residential facilities to independent living for the disabled. Furthermore, it is necessary to develop as well as spread programs in relation to services for independent living for them. It can be said that the ultimate aim of welfare policy for the disabled would be the promotion of independent living for the disabled, making them lead a life worthy of man. Consequently, as all the persons concerned make efforts work hard with macro prospective, the disabled as consumer in this society can live independently, having their undoubted rights.

장애인 복지에 대한 사회적인 관심이 증가되면서 장애인복지영역의 서비스도 점차적으로 향상되고 있다. 이러한 상황에서 탈시설화의 흐름이 우리나라에서도 일기 시작하여 장애인복지의 새로운 패러다임으로서 탈시설화와 자립생활 실현은 그 중요성을 더해가고 있다. 그러나 최근 장애인의 자립생활에 대한 관심이 확대되고 있음에도 불구하고 국내의 자립생활 실천과 관련된 분야는 여전히 초보 단계에 머물고 있으며, 이를 지원하는 국가적인 정책도 미약한 실정이다. 따라서 현재의 장애인복지 영역에서는 시설 서비스 접근의 한계를 극복하고 장애인의 자립생활 전환을 위한 운영체계 마련과 서비스 프로그램의 개발, 보급이 절실히 필요한 시기라 할 수 있다. 즉, 현대 사회에 있어서 장애인 복지정책의 궁극적인 목표는 장애인으로 하여금 인간다운 생활을 향유하게 하고 궁극적으로는 자립생활을 실현할 수 있도록 촉진시켜 주는 것이다. 따라서 보다 거시적 차원에서 장애인 자립생활을 위한 노력들을 계속해 나간다면 장애인들이 이 사회의 진정한 소비자의 위치에서 그들의 권리를 실현하며 자립생활을 영위할 수 있을 것이다.
