Since early 2000's, search for development model reflecting economic success of European small countries had flourished. There had been similar studies focusing on middle powers in Europe like Great Britain, Germany and France thereafter. Global economic crisis followed by financial crisis in the United States raised questions on the relevance of European development model for Korea. On the one hand, this motivated the necessities of development models for Korea. On the other hand, this means that Korean experience that overcame financial crisis in 1997 and global economic crisis in 2008 might be a promising development model candidate as a self-fulfilled development model. This paper, therefore, explored the possibility of new Korean development model after global economic crisis in 2008. The outcome of this study shows that consociational democracy and corporatist arrangements in Europe are rarely relevant to Korean political and economic realities. Decentralized and restructured developmental state model is promising for Korea in the future.

세계화의 확산과 더불어 신자유주의적 경제기조가 영향력을 발휘하던 2000년대 초반 들어서, 유럽 강소국들의 발전모델에 대한 관심과 문헌 연구가 봇물을 이루었다. 이후 정부차원에서 관심을 보인 강중국모델이 학계와 언론계를 중심으로 소개되었다. 그러나 2008년 9월, 미국발 금융위기로 인한 세계경제위기는 영미식 발전모델이나 유럽식 강소국, 강중국모델 모두 발전모델로서의 적실성에 의구심을 갖게 하였다. 이러한 일련의 사태들은 한국에 바람직한 발전모델에 대한 모색작업이 중요함을 인식하게 하는 계기가 되었다. 이것은 지난 1997년 외환위기와 2008년 세계경제위기를 극복한 우리의 정치경제적 시스템 자체가 이제는 하나의 발전모델로서 평가받을 수 있는 단계에 이르렀음을 시사하고 있으며 또한 자가충전적 발전모델에 대한 탐색의 시기가 되었음을 의미한다. 따라서 이 연구는 글로벌 경제위기 이후의 발전모델로서 한국발전모델의 가능성을 살펴보고자 한다. 이를 위해 이전에 한국의 발전모델로서 검토되었던 다양한 사례(국가)들을 비교분석하고, 이것을 토대로 한국의 발전모델로서의 바람직한 형태를 모색하고자 한다. 그러므로 이 글은 현재 우리사회가 직면한 상황에 대한 문제점을 바탕으로 미래 한국의 발전을 위해 어떠한 모델이 바람직한 것인가를 탐색하는 시론적 성격을 띠고 있다.
