In a democratic country, politicians are selected in elections. Studies on how politicians are elected and what qualities they are required to possess have an extensive history. Studies on the process of electing presidents, governors, members of the National Assembly and offices in local government, along with the intentions and qualities of politicians, have been conducted since long ago, centered on the study of political science. Recently, the social role of corporations is being emphasized; corporate social responsibility, corporate social responsiveness and corporate citizenship have emerged as important social issues. Matsushita Konosuke established the Matsushita Institute of Government and Management for the very reasons of corporate social responsibility and corporate citizenship. To encourage corporations to gain interest in this area and raise the question of whether a leadership institution is necessary as part of enhancing corporate social responsibility, social contribution and corporate citizenship is the main purpose of this paper. We will start with considering the background of establishment, operation policy, content of education, results and the political and social significance of the Matsushita Institute for Government and Management. Then we will look into the role of corporations in political supply in Japan and its implications for the Korean society.

민주주의 국가에서 정치가의 선출은 선거를 통해서 이루어진다. 선거에서 선출되는 정치가는 어떠한 자질을 가진 사람들이고 어떠한 경로를 통해서 선출되는가에 대한 연구는 역사가 매우 길다. 현실적으로 정당이 정치가의 충원과 육성의 기능을 담당하고 있다. 그러나 정당이외에도 노동조합이나 정부기관, 민간기업 등에서도 많은 정치적 인재를 정치권에 공급하고 있다. 기업이 이러한 분야에 관심을 갖도록 하고 한국사회에 지도자 양성기관은 필요한지, 그리고 지도자 양성기관의 설립을 기업의 사회적 책임, 사회공헌, 기업 시민정신의 일환으로 전개해도 좋은지 등에 관련된 문제제기와 논의의 필요성을 제기하는 것이 본 논문의 목적이다. 한국기업도 기존의 사회적 공헌의 폭을 좀더 확대하여 마츠시타정경숙과 같은 인재양성 기구를 만들고 운영하는 것은 어떨까? 어느 사회를 막론하고 정당은 정파적 성격을 가지고 있다. 국가기관이 인재양성에 앞장서는 것은 어느 사회에도 공통적으로 존재하나 한국정치사를 통해서 체험한 바와 같이 정부 주도적 인재양성이나 교육에 대한 거부감이 완전히 불식된 것은 아니다. 그러므로 민간기업이 정치가 충원과 사회적 엘리트 양성과정에 적극적으로 참여하고 일정 역할을 담당하는 것도 의미 있는 일일 것이다.
