This article has as its purpose the exploration of the status and issues of political participation and the seeking of an alternative along the lines of civic education in Korea. The results of research show that if cynical attitude toward the political power persists as it presently does, then in regard to Korea's democracy, offline political participation will markedly weaken even if there are non conventional political participation online. This will lead to weakening of control as it relates to political power and bring about the result of not properly reflecting citizens' ideas on policy formation. From the perspective of political participation, it can be said that election is the most appropriate experiential arena for education of citizen. As such, one must ensure that people acquire basic disposition via education for approaching election as well as collect and experience a range of information necessary for selection. Especially, to promote active political participation on the part of the younger generation, efforts must be made to expand opportunity for 'citizen duty' and positive political participation. Also, an institutional plan for understanding the cyber political culture which this generation exhibits and reflecting it on policy are required. For this, common ground and practice on the part of various social agents such as the government, political party, civil society, and the media company are important.

본 논문은 우리나라 정치참여의 현황과 문제점을 살펴보고 민주시민교육적 대안을 찾아보는데 목적이 있다. 이를 위해서 우리나라 14세 청소년의 시민의식 조사에서 나타난 문제점을 분석하고, 다음으로 관습적 정치참여의 대표적인 유형인 투표율 저하의 원인을 살펴보았다. 또한 제18대 총선에서 나타난 결과를 중심으로 민주시민교육의 필요성과 향후 정치참여를 증진을 위한 대안을 제시하였다. 연구결과 현재와 같은 정치권력에 냉소적인 태도가 지속된다면 한국 민주주의는 온라인상의 비관습적 정치참여는 있어도 오프라인상의 정치 참여는 현저히 약화되게 될 것이다. 이는 정치권력에 대한 통제 약화로 이어지고 정책형성에 시민의 의사가 제대로 반영되지 못하는 결과를 가져오게 될 것이다. 정치참여라는 관점에서 선거는 민주시민교육의 가장 적합한 체험의 장이라 할 수 있다. 그러므로 교육을 통해서 선거에 접근할 수 있는 기본적인 자질을 갖추게 되고 선택에 필요한 다양한 정보를 수집할 수 있고 체험하도록 해야 할 것이다. 특히 젊은 세대의 적극적인 정치참여를 유도하기 위해서는 정치인의 행태 변화가 우선이지만, 동시에 젊은 세대에 대한 ‘시민적 의무’(citizen duty)와 긍정적 정치참여 기회를 확대할 수 있는 ‘부드러운 개입’(nudge)이 장기적이고 지속적으로 이루어져야 한다. 또한 이 세대가 가지는 사이버상의 정치문화를 이해하고 정책에 반영할 수 있는 제도적 방안이 같이 요구된다. 이를 위해서는 정부, 정당, 시민사회, 언론사 등 다양한 사회주체의 공감대와 실천이 중요하다.
