The agenda, ‘globalization of citizens' political consciousness’ was propelled by the globalization committee of the civilian government in 1995. The committee entrusted the research project of the agenda to the ministry of the political affairs, however, it did not accept the final report which included civil education system by the government initiative. This paper found out two factors which influenced the failure of the agenda; one is the unstability of the social consensus, the other is risk averse characteristics of the committee. The primary factor was the fragile basis of korean society to achieve social consensus. Second important factor was ideologically risk-averse attitude of the institution. The concluding implication of this research is that we need social consensus for all aspects of democracy to have a good education system for democratic citizenship. We not only have to find out common ideological factors in the society, but build up strong academic foundation to learn democracy.

이 연구는 문민정부 시기에 정부 차원에서 세계화추진위원회가 공식적으로 추진하였던 ‘시민정치의식의 세계화’라는 의제처리 과정을 사례로 탐구하였다. 동 위원회의 정치분과는 정무장관실에 연구를 맡겼는데, 정무장관실에서 연구하여 제안한 시민교육의 제도화 방안을 채택하지 않았다. 그 이후 교육개혁위원회에서 다시 이 방안이 의제화되었으나 실패하였다. 실패 이유를 연구한 결과, 사회적 합의의 불완전성과 자문기구의 위험 회피적 조직 속성 때문이었다. 한국사회에 뿌리 깊게 존재하는 합의의 취약성이 문민시대 민주시민교육 제도화의 가장 큰 제약요인이었으며, 제도화 추진기구들도 자문기구로서 이념적 위험을 회피하였고, 이들 요인들이 추진위원들의 판단에 부정적으로 작용하였던 것이다. 이 연구의 결론적 함의는 민주시민교육의 제도화가 가능하려면 반드시 민주주의의 구체적 내용에 대한 사회적 합의가 필요하며, 이를 위해서는 사회 각계에 존재하는 이념적 공통분모를 찾아내고 학술적 토대를 더욱 튼튼히 구축해야 한다는 것이다. 사회 내에 존재하는 이념과 생활양식으로서의 민주주의에 대한 이해방식이 다양하기 때문이다.
