This Study deals with the eradication and prevention of corruption, an endemic problem in Korean society . Research on corruption in Korea has been carried out since early on. The legal field analyzed the causes of corruption from a systemic perspective and discussed its solution. In this case, the solution is found in the role of prosecutors. On the other hand, the science of public administration and sociology tried to find the solution in the role of civil societies. Such studies to prevent corruption through the roles of systems and civil societies both hinge on the complementary relationship of governance, making them justifiable. However, such studies oftentimes do not present answers as to why corruption is not eradicated. What is important here is separating the proposition of solutions and finding the causes of their failures. Therefore, this study could be said to be a study to complement the weaknesses of exiting studies carried out so far. In other words, it attempts to shed light on the cause of systemic failures and the failures of civil movements that could complement such systemic failures. It also attempts to find the solutions to such problems by clarifying their causes in connection to social capital.

본 논문은 우리사회의 고질적 현상인 부패 척결과 방지 문제를 다루고 있다. 한국의 부패에 관한 연구는 일찍부터 이루어져 왔다. 법학 쪽에서는 제도적 측면에서 부패의 원인을 분석하고 그 해결책을 논하는데, 그런 경우 검찰의 역할에서 해답을 찾는다. 반대로 행정학이나 사회학에서는 시민단체의 역할에서 그 해결점을 찾는데, 이러한 제도와 시민사회에 의한 부패 방지 연구는, 양쪽 모두 거버넌스에서 보완적 관계에 있기 때문에, 타당성이 있다고 할 수 있다. 하지만. 이런 연구는 왜 부패가 근절되지 않는가 하는 부분에 대한 해답은 제시하지 못하는 경우가 많다. 여기서 중요한 부분은 해결책에 대한 제안과, 해결이 되지 않는 이유는 구분되어야 한다는 점이다. 따라서 본 연구는 지금까지의 연구에 있어서 미진한 부분을 보완하는 연구라고 할 수 있다. 즉, 제도적 치원의 실패와 그런 실패를 보완할 수 있는 시민운동의 실패의 원인은 어디에 있는지를 밝히고, 실패의 원인 규명에 입각한 문제 해결은 어디에 있는지를, 사회자본(social capital)과 연결지어 설명 하고자 한다.
