This study considers the life and achievements of Tadataka Ino, who is the representative Japanese geographer and made the first map of Japan by land surveying; Dainihon enkai yochi zenzu. We mainly investigate his life before he began to study regularly in his fifties, the historic and social background of Japan at that time, and also the whole process of making the map by the land surveying of the whole Japan. At first, Tadataka Ino began the land surveying with his individual effort in order to measure the correct distance of latitude 1 degree. But finally, this map was completed as the official work of the Tokugawa Shogunate, because the importance and necessity of the map had come to be more widely acknowledged in the historic and social background of Japan at that time.

본 연구는 일본 최초로 일본 전국을 실측하여 「大日本沿海與地全圖｣를 제작한 이노우 타다타카라는 인물의 일생과 업적에 대하여 고찰한 것이다. 일본의 대표적인 지도학자인 이노우가 50세에 이르러 학문에 입문하기 전까지의 삶과 시대적 배경을 살펴보고, 그가 일본 전국을 측량하여 지도를 제작하기까지의 전 과정을 고찰하였다. 이노우는 천문현상을 보다 정확히 예측하기 위하여 위도 1도의 실제 거리 등을 정확히 파악하기 위하여 측량을 시작하였다. 그러나 당시 일련의 역사적 ․사회적 배경으로 인해 지도의 중요성과 필요성이 인식되었으며, 결국 에도막부의 공식사업으로 인정되어 「大日本沿海與地全圖｣가 완성될 수 있었다.
