This paper investigates the effect of 5+2 Economic Region Strategy on the population distribution between the Capital Region and the Non-Capital Region of Korea when it is formulated along with the deregulation policy of manufacturing location in the Capital Region. The main finding of the paper is that it would intensify the migration from the Non-Capital Region to the Capital Region of Korea under the current government expenditure structure and investment incentive system. It is suggested that the government take the followings into account to restrain the population concentration to the Capital Region. First, local governments of the Capital Region needs to finance investments in public utilities to reduce the external diseconomy from population concentration through their own revenues. Second, the application of differential corporate tax rates is strongly recommended for the Capital Region and the Non-Capital Region of Korea to attract the private investments under the equalized conditions. Third, the more comprehensive approach, which includes the connected development with their existing major industries, the design of detailed incentives for local firms to participate actively in the investment projects, and the creation of local culture to innovate their community, is required to induce the significant amount of investment in the leading industries of the Non-Capital Region of Korea.

본고는 수도권 규제완화와 동시에 추진되고 있는 광역경제권 발전전략이 수도권과 비수도권 사이의 인구이동에 어떤 영향을 미치는지 살펴보았다. 그리하여 현재의 재정지출 구조와 투자인센티브 아래에서 비수도권에서 수도권으로의 인구집중을 더욱 심화시킬 수 있음을 발견하였다. 따라서 광역경제권 발전전략을 추진하면서 수도권으로의 인구집중을 억제하고자 한다면 다음의 사항을 정책에 반영하는 것이 바람직하다. 첫째, 수도권 과밀집중의 외부불경제를 절감하기 위한 공공투자 재원은 향후 수도권 지자체의 지방재정과 과밀유발 행위에 대한 부담금 등을 통해서 해결해야 한다. 둘째, 비수도권 지역과 수도권 지역이 서로 균등한 조건에서 기업투자를 유인할 수 있도록 법인세 차등감면을 골자로 하는 지역별 차등화 지원정책을 과감히 도입할 필요가 있다. 셋째, 비수도권의 선도산업 분야에 적정한 규모의 투자 유인을 위해서는 기존 주력산업과의 연계성 강화, 지역의 대기업을 비롯한 중소기업의 자발적 참여여건 조성, 스스로 자립하고 혁신하고자 하는 지역문화의 창출 등을 고려하는 종합적 접근이 필요하다.
