This study is to examine the rate of the standard costs of education in elementary schools and the criteria of school allocation in the Offices of Education of 16 Metropolitan cities and provinces which have applied the standard costs of education.
In addition, the object of this study is to investigate improvement through the examination. After the investigation the rate of the standard costs of education between Metropolitan cities and provinces according to the scale of classes in schools, the rate of the school finance budgets, in elementary school, shows higher in the Offices of Education of Metropolitan cities than the Offices of Education of provinces.
The improvement after the investigation are as follows. First, the allocation rate of the education cost should be equal in the Metropolitan cities and provinces. Second,
the system is needed to administrate the sharing budgets in each school by its own choice and responsibility. Third, the output of the apt standard costs of education is required to share the allocation in a reasonable way.

본 연구는 표준교육비를 적용하고 있는 16개 시·도교육청의 초등학교 표준교육비 비율과 학교재정배분의 준거를 살펴보고, 이를 통해 개선방안을 탐색하는 데 목적이 있다.
광역시와 도 간의 초등학교 표준교육비 비율을 살펴본 결과, 광역시 교육청이 도교육청 보다 전체적으로 학교재정 예산이 높게 나타났다.
이에 대한 개선 방안을 탐색해 보면, 첫째, 학교교육비의 배분율이 시․도 간에 동등하게 배분될 수 있도록 개선하여야 할 것이다. 둘째, 단위학교에 배분된 예산을 자율과 책임에 의하여 집행될 수 있는 장치를 마련해 나가야 한다. 셋째, 학교재정을 합리적으로 배분할 수 있는 적절한 표준교육비 산출이 요구된다.
