This article is focused on the evaluation of democratic transformation in Russia based on the longitudinal approach. The process of Russian democratization and its democratic level has very unique character. Over the past 20 years, Russian democratic transformation is considered as democratization from above. Russian president, B. Yeltsin, V. Putin and D. Medvedev has played key role in the process of transformation. At first, Yeltsin built various democratic institutions and laws after the breakup of Soviet Union. But Putin distorted and abolished most of them all in the name of "building a strong and effective Russian state." Now Medvedev keeps an eye on democratic values again. He is trying to modernize Russian state perfectly. In order to review the process of Russian democratic transformation, here in this article, I researched all the literature on the subject include the Russian Constitution, the concept of the Sovereign Democracy and the Medvedev Article and Address to the Federal Assembly. In conclusion, Russian democratic transformation is still in progress.

이 연구는 러시아의 민주화 과정과 민주주의 수준 그리고 지향점을 통시적 관점에서 분석하면서 그 특성을 찾아내고 평가해보는데 주안점을 두고 있다. 지난 20년간의 러시아의 민주화 과정은 대체로 정치 지도자들이 상부로부터 주도하는 방식으로 진행되어 왔다. 따라서 이 연구는 러시아 민주변혁의 궤적을 따라가면서 그 골간을 파악함으로써 러시아의 민주화 과정과 그 진로를 전망한 것이다. Ⅰ장 들어가는 말 다음부터 이어지는 연구의 순서는 Ⅱ장에서 먼저 소연방을 해체시키면서 독립국가를 건설한 러시아의 체제변혁이 지닌 성격을 개괄하고 Ⅲ장에서 옐친 집권기의 민주화 과정과 그 한계를 분석한다. 옐친은 러시아에 다양한 민주적 제도와 법률을 설립하였으나 위임민주주의 수준에 머무르는 한계를 노출하였다. Ⅳ장에서는 푸틴집권기의 민주주의 수준과 특성을 분석하여 강하고 효율적인 국가건설의 과정과 훼손된 민주주의를 평가한다. 푸틴은 옐친 집권기에 형성된 민주적 법제도의 상당부분을 훼손시켰으며 주권민주주의 개념을 내세워 러시아의 고유한 민주주의 확립을 주창하였다. Ⅴ장은 현 대통령 메드베데프가 추구하는 러시아의 ‘근대화’와 민주변혁의 진로를 종합하는 것으로 연구를 갈무리하였다.
