The role and the activity of the global governance to solve the on-going issues regarding the females have gained much attention from international policy makers. Especially, UN and other international organizations have strongly asked for the development of the gender policy, and it turned out to influence the policies of individual nations. That is, UN has offered its place for holding international conferences for the gender policy, and invited government officials, Non-governmental female organizations, and feminists disregarding nationality to give them an opportunity to build strong bonds with each other. On top of that, UN has succeeded in making an world-wide agreement and subsequent principles and standards for the equality of male and female among its members. Even though such principles and standards are not legally binding, participants of the agreement have voluntarily did their best to keep the promise, which is a huge step forward for the advancement of females' rights. Therefore, in this research, the improvements of the women's right after the foundation of UN is closely observed, and the UN's contribution of bringing the women's issue to the world as an international organization is discerned. Also, the global paradigm on gender policy, which has gone through massive changes, is presented in this paper.

그동안 여성문제를 해결하기 위한 글로벌거버넌스의 역할과 활동은 매우 활발하게 전개되어 왔다. 유엔, 비정부 여성단체들, 각국 정부 등 다양한 행위자들이 참여하는 글로벌거버넌스는 지구적 차원에서 여성(gender)정책을 발전시켜 왔고 이것은 다시 개별국가의 여성정책 발전에 영향을 미쳐왔다. 특히 유엔은 새롭게 부각되고 있는 인권․환경․여성 등의 문제에 있어 정부 행위자와 비정부 행위자들의 세계적 협력을 증대시키고 있다. 유엔은 정부대표, 비정부 여성단체들, 여성운동가들이 초국적인 연대를 통해 성평등을 위한 국제적 논의를 발전시키고 더 나아가 성평등을 위한 국가적 합의를 이끌어 냄으로서 성인지적인 국제적 규범과 원칙을 설정하는데 기여해 왔다. 이것은 비록 강제성은 없을지라도 유엔을 통해 합의된 국제적 규범과 원칙은 개별국가의 정책에 영향을 미쳐 성평등을 위한 기반을 마련하는 발판이 되었다. 따라서 본 논문에서는 유엔의 창설 이후에 나타난 여성의 지위향상에 대한 변화의 모습과 여성정책의 패러다임이 변화되고 지구화되어가는 과정을 살펴본다. 또한 글로벌거버넌스로써 유엔이 여성문제를 지구적 이슈화하여 여성정책을 발전시켜온 과정을 평가하고, 향후 유엔을 통한 여성정책의 발전 방향에 대해 살펴보고자 한다.
