The purpose of this paper is to analyze the Korea trade(economic) policy for North Korea(DPRK) development. This paper focuses on the development model of the Kaesong North-South Korean Industrial Complex. First I will provide an overview of the role, purposes, and results of the Kaesong Industrial Complex (KIC) and examine North-South Korean interests and policy options. The complex was planned, developed, and financed largely by South Korea, and it has become a symbol of the growing level of engagement between the North and the South. The KIC is one of the strategies of South Korea to ease tensions with North Korea as well as a part of the DPRK’s economic reforms(similar to China’s special economic zones). As a question pending on KIC between North and South Korea, the KIC raises issues of the infrastructure(administrative system or rule-making, law, transportation etc.), working conditions, EAR(Export Administration Regulation), human rights in North Korea, and that includes questionable labor practices, even though the project seems to be enhancing cooperation between South Korea and the DPRK, lowering labor costs for Korean businesses, and providing a possible beachhead for market reforms in the DPRK. The content of this paper is as follows. First, I will show the purpose and operations research of this paper. In chapter II, I overview the development of KIC and check the present condition of KIC. In chapter III, I investigated 24 companies of the Kaesong Industrial Complex with surveys and interviews. The impediment factors of the Kaesong Industrial Complex and I derived a model(plan) to revitalize the North-Korea's sagging economy or develop the North-Korea. In chapter Ⅳ, I examine the prior condition and draft possible solutions of the development of KIC through experimental case study. In conclusion, chapter V brings to a conclusion on Korea's policy options for North-Korean development model.

본 논문의 목적은 북한 개발 모델의 성공조건을 점검하는 데 있다. 특히 대표적인 남북 협력 사업 중의 하나인 개성공단 개발을 사례로 들어 주요 입주기업을 대상으로 그간의 성과와 향후 개선 방안을 점검함으로써 북한 개발 모델의 성공조건을 제시하고 있다는 점에서 유용하다. 우선 개성공단 사업 진출 배경 및 경영 현황, 사업의 저해 요인 및 개선 방안, 향후 계획 등에 관해 살펴보고, 정책과제와 시사점을 도출하고자 한다. 연구방법으로 개성공단 진출 기업 24개社를 대상으로 설문조사와 면접조사를 병행 실시하였으며, 이를 바탕으로 개성공단의 장애요인 및 활성화 방안에 관해서 분석하고 한계를 지적하였다. 본 논문의 구성은 다음과 같다. 우선 제I장에서는 본 연구의 목적과 분석 방법을 소개하고, 제Ⅱ장에서는 개성공단 사업의 개요 및 중요성을 재점검하고 있다. 제III장에서는 방문인터뷰 및 설문 조사 결과를 바탕으로 한 개성공단의 장애요인 및 활성화 방안을 모색하고, 제Ⅳ장에서는 개성공단 활성화를 위한 보완과제를 제시하고 있다. 마지막으로 제Ⅴ장에서는 북한 개발 모델의 성공조건을 점검하는 것으로 결론을 대신한다.
