The purpose of the study was to examine actual conditions of formation and influential factors of the police images of citizens and to suggest political alternatives elevating the images in the future. In this study, cities were classified into two, that is to say, big city and small and medium-sized city. The author distributed and collected 250 cases of the questionnaires at each city to be 500 cases in total, and made use of 475 cases for analysis after excluding unfaithful material. The findings were: Citizens' cognition on dependent variables of police images was measured at 5-point scale to account for 3.13 of the average that was a little higher than ordinary level to form images. The average of each factor of independent variables of police image was measured to have higher average of not only specialty (3.21) but also reliability and trust (3.11). The citizens had demographic characteristics so that men, low educated persons, self-employed, students and citizens living in big city had negative police images. The factors having influence upon formation of the police images were: Fairness, specialty, reliability and trust, and services and democracy had significantly positive influence upon police image. Therefore, the police shall make efforts actively to elevate negative police images of men, low educated persons, self-employed, students and citizens living in big city in accordance with demographic characteristics. As shown in the analysis on influential factors, the police shall have professional organizations, for instance, strict recruitment procedures and personnel qualification, scientific investigation ability, and professional criminal control strategy, etc. Each one of policemen shall have service spirit and take legal procedures and have obligation of human right protection when putting their duties into practice, and shall establish democratic and fair police image to get reliability from citizens.

본 연구는 일반시민들의 경찰이미지 형성 실태와 영향 요인을 파악하여 향후 경찰의 이미지 제고를 위한 정책적 대안을 제시하고자 하는데 그 목적이 있다. 본 연구에서는 이를 위해 대도시와 중소도시로 지역을 구분하여 지역별로 각 250부, 총 500부를 배포․회수하였으며, 이 중 불성실한 자료를 제외하고 총 475부의 설문지를 조사분석에 사용하였다. 분석결과, 종속변수인 경찰이미지에 대한 일반시민들의 전반적 인식태도를 5점 척도로 측정한 결과, 평균값이 보통 수준보다 약간 높은 3.13으로 측정되어 보통값 수준의 이미지를 형성하고 있었다. 또한 독립변수인 경찰이미지에 대한 각 요인별 평균을 분석한 결과, 전문성(3.21)과 신뢰․믿음감(3.11)의 요인이 상대적으로 높은 평균값을 보였다. 그리고 인구사회학적 특성에 따른 이미지를 분석한 결과, 남성과 저학력자, 그리고 자영업자 및 학생, 대도시 시민 등에 대한 경찰이미지가 부정적으로 형성되고 있었다. 한편, 경찰에 대한 이미지 형성에 영향을 미치는 요인들에 대한 분석결과, 공정성, 전문성, 신뢰․믿음감, 봉사․민주성의 요인이 경찰이미지 형성에 정적으로 유의미한 영향을 미치는 것으로 나타났다. 그러므로 향후 한국 경찰은 본 연구에서 나타난 바와 같이 인구사회학적 특성에서 나타난 이미지 취약계층, 즉 남성과 저학력자, 그리고 자영업자 및 학생, 대도시 시민 등에 대한 이미지 제고방안을 적극 강구해야 한다. 또한 영향요인의 분석을 통해 나타난 바와 같이 엄격한 채용절차와 인사검증, 과학적 수사역량의 강화, 전문화된 범죄통제 전략 등을 통해 전문성을 갖춘 조직으로 거듭나야 할 것이다. 뿐만 아니라 경찰관 개개인인 역시 봉사정신을 함양하고, 모든 직무집행 과정에서 적법절차와 인권보호의 의무를 준수함으로써 민주적이고 공정한 경찰상을 확립함으로써 대국민 신뢰를 확보해야 할 것이다.
