A Study on the Legal Improvement on Living Space of Elderly Care Facilities - Based on Cases of Gwangju and Jeonnam Region -

Due to the rising problems pertaining to number of demand of elderly welfare facilities, such as an aging society, welfare including regional concentration, a policy is introduced of which encouraging the transformation of existing facilities to care facilities. This causes negligent of the basic principles-protection, welfare service, care-of the institutionalized elderly. The purpose of this study is to seek measures and improve the reality where facilities that have a little concern about systematic aspect are being created. The subject of the study is Gwangju, Jeonnam region, showing the highest rate of age population in Korea however, the small care facilities that have less than 10 people capacity were not included in the survey. The classification of the study detail is based on cases of laws and regulations of advanced countries with aging societies, which provide detail guidelines and spaces for analysis that are likely to be suggested as detailed standards, and they are living rooms, dining room, bathrooms, toilets, program facility, physical therapy station, nurse station and halls. Based on case analysis, living room demonstrat es below standard to local regulations, while differences have shown between facilities from halls, bathrooms and toilets, which are used directly by the elderly people, as there is no detailed standard. The study emphasizes the necessity to prepare detailed standards through the cases that have no regard for barrier free.
