This study intended to show a establishment direction in 'rural areas' regional innovation system' and draw its framework by examining and analyzing the present condition of basement and cases of local innovation activities in rural areas working with Duk san, Jecheon-si where is making a large income by farming western vegetables such as broccolis, beets. That is, this is a study on settlement directions of rural areas' innovation system through theoretical discussion and analysis framework about concept definition and components of the system. This study examined rural areas' innovation course model, innovative activities and many factors which organize notion of rural areas' local innovation system and innovative circumstances in theoretical background first. And then, the result was put together in order to show the establishment directions of the frame of rural areas' innovation system based on the theoretical background through analysis of current situation in Duk san (a case region), in-depth interview, and questionnaire analysis. Here, this study analyzed innovational subjects and factors of the case region mainly focusing on superstructure rather than infrastructure and examined the basement of rural innovation system and local development process. Through such overall analysis, it examined the direction for building local innovation system and implications by understanding the subject of that local innovation activities, contents and process in Duk san, and further, by analyzing the evolution process of the local innovation system.

이 연구는 브로콜리, 비트 등 서양채소(이하 양채)를 재배하여 고소득을 올리고 있는 제천시 덕산면을 대상으로 기반현황과 농산촌 지역혁신활동 사례를 조사하고 분석하여 ‘농산촌지역혁신체계’구축방향을 제시하고 농산촌 지역혁신체계의 틀(framework)의 형성을 위한 시사점 도출을 목적으로 하였다. 즉 농산촌 지역혁신체계의 개념정의, 구성요소 등에 대한 이론적 논의와 분석틀을 통한 농산촌지역혁신체계의 정착방향에 대한 연구이다. 먼저 이론적인 배경에서는 농산촌 지역혁신체계의 개념 및 혁신환경을 구성하는 여러 요소와 혁신활동과 농산촌혁신과정모델에 대하여 살펴보았다. 다음으로 이론적인 분석을 토대로 농산촌지역혁신체제의 틀의 구축방향을 제시하기 위해 사례지역인 덕산면의 현황분석 및 심층면접과 설문분석을 통해 그 결과를 종합하였다. 여기에서 농산촌의 특성상 하부구조보다는 주로 상부구조를 중심으로 사례지역의 혁신주체와 혁신요소를 분석하고, 농산촌 지역혁신체계 기반과 지역발전과정에 대하여 살펴보았다. 이러한 종합적인 분석을 통해 덕산면의 지역혁신활동주체, 내용, 과정 등을 파악하고, 나아가 지역혁신체계의 진화과정을 분석하여 농산촌 지역혁신체계구축방향과 시사점을 살펴보았다.
