Korea Natural gas industry has started since 1983. Korea imported LNG from oversea countries and has constructed LNG(Liquified Natural Gas) receiving terminal and National trunk pipeline. But the schedule of construction and volume of facilities were determined by natural gas demand and natural gas demand is determined by ‘National Master plan of Energy’ and ‘Long-term Forecasting Plan for Natural gas Demand and Supply Balance’. First of all, this paper will search on these two Government report. Because these will let me know the information of investment plan of Natural gas facilities. Investment plan of Natural gas facilities will effect on regional economic development because of the characteristic of natural gas that is "the public service". And government orders to invest on undeveloped region toward state-run company KOGAS. Therefore local government heads ask to the central government or KOGAS for constructing of natural gas facilities in their region. Because the price of natural gas is cheaper than that of LNG or kerosene, residents request local government head that they could use the natural gas sooner or later. Anyway, the penetration rate of natural gas was 64.4% in 2008, and government has a will to increase it more and more. Hence the more natural gas supplying to undeveloped region the better for regional economic development

1983년 우리나라에 처음으로 해외에서 천연가스를 도입할 수 있도록 천연가스 인수기지 및 전국 배관망 건설 사업이 시작되었다. 한편 가스설비의 적정 건설 규모는 천연가스 수요에 의해 결정되는데, 매 5년 마다 작성되는 ‘국가에너지기본계획’과 매 2년 마다 수정 보완되는 ‘장기 천연가스 수급전망계획’에서 천연가스 수요를 전망하고 있다. 따라서 가스설비에 대한 건설 투자계획은 장기적인 관점에서 천연가스의 수요전망에 의존할 수밖에 없다. 이 논문에서는 2008년 8월 국무회의를 통과하여 확정된 ‘국가에너지기본계획’과 2008년 12월 지식경제부가 공시한 ‘제 9차 장기 천연가스 수급계획’에 기초하여 향후 천연가스 보급사업의 투자 규모와 추이를 살펴볼 것이다. 그런데 천연가스 가스설비 투자계획은 “천연가스의 보편적 서비스 제공”이라는 목적에 부합되도록 전국 배관망 건설과 낙후된 미공급지역에 대한 공급 확충이라는 공공적 성격을 갖고 있기 때문에 천연가스 설비 투자가 지역경제에 미치는 영향은 대단히 크다. 특히 가정용 연료로서의 천연가스 가격은 경쟁 관계에 있는 액화석유가스(LPG)나 실내등유보다 저렴하기 때문에 지방자치단체장들은 그 지역에 천연가스를 공급받기 위해서 천연가스 배관 건설을 요구하는 사례가 많이 발생하고 있다. 2008년 말 기준 천연가스 보급률은 전체 세대수 대비 64.4%에 불과하기 때문에 향후에도 천연가스 미공급지역에 대한 공급이 확대되면 지역경제 발전에 지속적인 영향을 미칠 것이다.
