Because the police service demands are increasing and forms are diversified, the first thing you must do is to make up the police service budget according to the police service demands. Such allocation leads to supply enough police service people want and results in social welfare satisfaction. If the budget of police service is not enough to meet with its demand, sufficient activity of the police would be impossible. The purposes of this study are to investigate the determinants of police service budgets. To do this, this study reviews the police service, economic, political factors. This study sets up the police service budget model which combines the rational and the incremental model with the policy determinants theory. This study sets up several hypotheses based on the theoretical backgrounds and the past research. Statistical method used for the hypotheses' verification is multiple regression analysis. Dependent variables is the police service budget per capita and independent variables include characteristics of police services, previous fiscal year's budget. economic factors, and political factors. The major findings are as follows. The police service budget is appeared as affected by previous fiscal year's budget and economic factors. Meanwhile, political factors and police services factors are not significant. The result that the previous fiscal year's budget is the most powerful variable indicates that the police service budget has been determined conventionally so far. Therefore, in the future the police service budget should be mainly determined according to the police service demand.

경찰서비스에 대한 수요가 증가하고 있으며 또한 형태가 다양해지고 있기 때문에 경찰예산은 이러한 경찰서비스에 대한 수요변화에 의하여 결정되어야 한다. 이러한 자원배분은 국민들이 필요로 하는 경찰서비스를 제공하게 되어 사회적 후생을 만족하는 결과를 산출하게 될 것이다. 만약 경찰예산이 이러한 경찰수요에 맞게 책정되지 않으면 국민들의 안전을 보장할 수 없게 되고 경찰관의 안전조차도 확보할 수 없게 된다. 본 논문은 이러한 관점에 따라 경찰예산의 결정요인을 조사하고자 하였다. 이를 위하여 경찰수요 요인, 경제적 요인, 정치적 요인 등을 조사한 다음, 총체적 모형, 점증적 모형, 결정요인이론을 결합한 경찰예산결정모형을 정립하였다. 그 다음 이론적인 근거와 과거연구를 바탕으로 4가지 가설을 설정한 다음, 가설의 채택여부를 조사하였는데 주된 통계적인 방법은 회귀분석이다. 회귀분석에서 종속변수는 국민 1인당 경찰예산이며, 독립변수는 경찰수요 요인, 점증적 요인, 경제적 요인, 정치적 요인이다. 본 연구의 분석결과, 점증적 요인이 경찰예산에 가장 큰 영향을 주는 것으로 나타났으며, 그 다음 국민 1인당 소득도 경찰예산에 영향을 주는 것으로 나타났다. 반면 경찰수요요인과 정치적인 요인은 유의성이 없는 것으로 나타났다. 전년도예산이 경찰예산의 결정요인 중에서 가장 유의적인 변수가 된 것은 경찰예산이 과학적으로 책정되지 않고 진부한 방법에 의하여 결정된다는 것을 의미한다. 그러므로 앞으로 경찰예산은 다른 요인보다도 경찰수요에 의하여 결정되어야 할 필요성이 제기되고 있다.
