How Jejung Sinpyeon was published and distributed was disclosed on the basis of the preface of Jejung Sinpyeon, as well as of HongjeJeonseo(弘齋全書), Ilseongnok (日省錄), JoseonWangjoSillok(朝鮮王朝實錄), Jujaso Eunghaeng Jeolmok(鑄字所應行節目), and Naegak Illyeok(內閣日曆). Jejung Sinpyeon(濟衆新編) was completed in 1799(the 23rd year of King Jeongjo’s reign) and was printed at the Jujaso(鑄字所), and the copies were delivered to the Jeonuigam(典醫監). Engravers from Seoul, Pyeongyang(平壤) and Jeonju(全州) were mobilized to make the printing blocks for Jejung Sinpyeon. Once crafted, the printing wood blocks were kept at the Jujaso. Details on the king’s provision of the book and the distribution thereof were disclosed. Copies of Jejung Sinpyeon were also delivered to China and Japan. After 1800, China went on to request further supplies of Jejung Sinpyeon on more than ten occasions through diplomatic emissaries over a number of decades.

『제중신편』의 刊行과 頒賜에 대해서는 『제중신편』의 序․跋文, 『弘齋全書』, 『日省錄』, 『朝鮮王朝實錄』, 『鑄字所應行節目』, 『內閣日曆』 등 관련 기록을 수집하여 분석하고 사실을 밝히었다. 『제중신편』은 1799(정조 23)년 완성되어 鑄字所에서 간행하여 典醫監에 내려졌으며 『제중신편』의 판목 조성에 동원된 刻手는 서울, 平壤, 全州 세 지역에서 46명이 참여하였다. 造成된 板木은 鑄字所에서 보관하고 있었음을 확인하였으며, 정조 임금의 『제중신편』 頒賜에 관하여도 살펴보았다. 이어 『제중신편』이 중국과 일본에 전해지는 과정을 확인하였으며 중국에서는 1800년 이후로 외교사절을 통해 수 십 년간 십 여회 이상 『제중신편』을 요구하고 있음도 밝히었다.
