The qualifications and training of teachers for special schools must basically reflect the particularity of special education. In other words, the special teachers must be trained for students with special education(needs), not for the side of recruiting suppliers. However, the criteria of qualifications for the teachers are not fair compared to those for other occupational fields. The criteria of recruitment without examination may not be appropriate, and the training system may not be effective to cultivating experts in special education. For discussion of problems with the criteria and solutions, this paper reviewed the criteria of qualifications for the special teachers with respect to legal justification and parts to be improved. This paper also reviewed problems in the criteria of acquisition of a certificate of qualification with no examination and subjects specified in the certificate, and suggested the solutions. Finally, this paper suggested that the present training system for the special teachers should be changed as that with a 5-year curriculum or in graduate school level, compared to that in foreign countries.

특수학교 교원의 자격기준 및 양성체제는 기본적으로 특수교육의 특수성을 반영하여야 한다. 즉, 특수교육 공급자의 입장에서가 아니라 특수교육 대상자의 입장에서 특수교육을 담당할 교사의 자격과 양성이 이루어져야 한다. 그러나 교원양성과정 중심으로 규정된 특수학교 교원의 자격기준은 특수학교 교원의 전문성을 갖추는 데 적합하지 않고, 다른 교원의 자격종별과 비교하여 형평성이 맞지 않으며, 4년제 대학에 설치된 특수교육과 중심의 특수학교 교원 양성체제도 특수교육 전문가를 배출하는데 충분하다고 보기 어렵다. 이에 따라 특수학교 교원의 자격기준 및 양성체제의 문제점과 개선방안을 논의하기 위하여 먼저 현행 법령 상 특수학교 교원의 자격기준의 문제점과 개선방안을 검토하고, 특수학교 교원자격 취득을 위한 무시험검정 기준 및 특수학교(중등) 교사자격증 표시과목의 적절성 여부와 개선방안을 모색하였다. 그리고 향후 특수학교 교원양성 체제는 어떻게 개선되어야 할지를 외국의 사례와 비교하여 논의하였다. 보다 효율적으로 특수교육을 시행하고 발전을 도모하기 위해서는 무엇보다도 먼저 특수교육 대상자의 요구에 적합한 교육활동을 실시할 수 있는 능력과 자질을 함양한 교원을 양성할 수 있도록 시급히 특수학교 교원의 자격기준과 양성체제가 개선되어야 한다.
