The purpose of the study was to examine the optimum model of student selection method(recruit unit, screening materials, selection right, et al) for getting competent student considering students in local area. First of all, the study examined the driving process of dormitory type public high school and investigated main issues in the aspect of student recruit. Also it presented the needs assessment and its results of relevant group about student recruit. Based on that, the study examined optimum model for student recruit method and developed some basic directions of optimization of student recruit of dormitory type public high school for considering students in local area. The directions included the consideration of locality, national and metropolitan unit, the rational mixture of locality unit recruit, priority entrance for students who need social consideration, the sublation of paper and pencil, the induction of sound educational competition, the development of competent student's invitation strategy, consideration for needs of local area, and the respect of principle's autonomy.
Based on the basic directions, student recruit unit may change by the school's condition such as equality/unequality, autonomy school, and closeness of nearby high school. For school that national unit recruit is possible, it needs to make the recruit range of national unit a little during 3 years after introduction. After 3 years that may settle, it is possible to extend the recruit ratio of nation and metropolitan. Therefore, first of all, it needs to have some strategy for inducing competent students. And it needs the diversity and specialty of student selection method.

본 연구는 지역학생을 배려하면서 우수학생을 유치하기 위한 학생선발 방식(모집단위, 전형자료, 선발권 등)의 적정 모형을 탐색하는데 목적이 있다. 먼저, 기숙형공립고의 추진과정을 살펴보고, 학생모집 측면에서 주요쟁점을 파악하며 학생모집에 대한 관련집단의 요구 조사와 그 분석 결과를 제시하였다. 이를 기초로 학생선발 방식의 적정 모형을 탐색하였는바, 지역학생 배려를 위한 기숙형공립고의 학생모집 적정화의 기본방향으로 지역에 대한 배려, 전국단위와 광역단위, 지역단위 모집의 적절한 혼합, 사회적 배려대상자 우선입학, 지필고사 지양, 건전한 교육경쟁유도, 우수학생 유치 전략 마련, 지역의 요구 반영 및 학교장의 자율권 존중 등이 제시될 수 있다.
이와 같은 기본방향에 기초하여 우선 학생모집단위는 평준화/비평준화 여부, 자율학교 여부, 인근 고교의 인접성 등과 같은 해당학교의 여건에 따라 달라질 수 있다. 전국단위 모집이 가능한 학교의 경우 도입후 초기 3년간은 전국단위의 모집범위를 적게 시작하여 어느 정도 정착단계에 접어드는 3년 이후부터는 전국 및 광역의 모집비율을 확대하는 것이 가능할 것이다. 따라서 우수한 학생을 확보하기 위해서는 무엇보다도 우수학생을 유치하기 위한 전략이 우선적으로 마련되어야 하며, 학생 선발 방식의 다양화와 특성화가 필요하다고 할 수 있을 것이다.
