Television debate programs are asked the public sphere roles linking political public sphere to civil sphere in the mediated political era. In spite that domestic television debate programs have developed over and over since 6 29 declaration ･of 1987, we can see debaters who have been red in the face with anger as combatant being at war between debaters in the television debate programs yet. This paper's research problems are setting in order that I collect basic data for establish future directions of public sphere roles of democratic promotion on TV debate programs. What is the political public sphere's meaning of TV debate program in the mediated political ear? First, what of Korean culture's elements have hampered development of TV debate programs? And how had these elements have and effect on operate of TV debate construct elements-the debater, the moderator and the TV audience- and the narrative of TV debate program in relative of select of debate thema and the format of debate process? Finally, What is the solution devices on these problems? This paper fined out that verbal culture traits in Korea society had have an effect on the selecting process of debate thema and debater and debate process format, therefore the TV debate program have became antagonistic relationship formation on TV debate program. And these traits had have an effect on the debaters' proof process. As a result TV debate programs could not have been critical debate. So TV debate program could not have concluded by mutual consent. Therefore this paper proposal the new interview TV debating format as if program formats of CNN's｢Crossfire｣and ABC's ｢The Week｣as new attempts for the good of these bad cultural elements and productive debate program format in Korea society.

매개정치시대에 텔레비전 토론프로그램에게는 정치적 공론장과 시민영역을 연결하는 공론장 역할과 민주시민을 육성하는 역할이 요구된다. 그런데 국내 토론프로그램은 1987년 6･29선언과 함께 시작되어 많은 발전을 거듭해 왔음에도 불구하고 아직도 합의도출을 위한 비판적 토론이 아니라 토론자 간에 전투하는 투사처럼 얼굴을 붉히는 장면들이 흔히 발견된다. 본 연구는 토론프로그램이 정치적･사회적 민주화를 촉진하는 공론장 역할을 수행하게 하는데 필요한 발전적 방안을 강구하고자 하는 목적에서 본 연구는 다음과 같은 연구문제들을 설정하였다. 먼저 기존 문헌들에 대한 검토를 통해 텔레비전 토론프로그램이 매개정치시대에 갖는 정치적 공론장 의미는 무엇인가? 그리고 토론프로그램 문화 발전을 저해하는 문화적 요소는 무엇이며, 토론프로그램 구성요소-토론자,사회자,시청자-와 토론프로그램의 서사구조에 어떻게 영향을 미치는가?마지막으로 어떤 대안적 방안이 있는가? 연구결과 이들 문화적 속성은 방송사로 하여금 주제선정과 토론자 선정과정 및 토론의 전개형식에 작용하여 토론프로그램의 대립적 구도를 더욱 강화시키며, 한편 토론자들의 논증과정에 작용하여 비판적 토론을 불가능하게 함으로써 토론프로그램이 합의에 도달하는 것을 어렵게 하는 요인으로 작용하고 있음을 밝혔다. 본 연구는 이들 제한 요소들을 제거하고, 보다 생산적 토론이 될 수 있는 토론프로그램 포맷으로 새로운 시도로서 CNN의 Crossfire와 ABC의 The Week와 같은 질의-응답형 토론프로그램 도입을 제안했다.
