Deriving insights from the Global Production Network(GPN) perspective, we ex-amine the formation of the recently emerging Paju LCD industry agglomeration in South Korea. We focus on analyzing the dynamic ‘strategic coupling’ of global production networks and regional assets in explaining the main determinants of the Paju LCD industry development. Through the analysis of the role of the diverse actors involving in the dynamic strategic coupling processes, we specify the roles of the state and its relations to diverse actors in the globalizing regional development in the context of centripetal society. A multi-strategy approach that includes in-depth interviews, site visits and secondary data collection was adopted in order to enhance the validity and reliability of the data.

이 논문은 한국에서 새롭게 출현하고 있는 디스플레이 클러스터의 가능성과 한계를 파주 액정디스플레이(Liquid Crystal Display: LCD) 산업집적지 심층 사례연구를 통해 면밀히 검토해보고자 한다. 본 연구는 행위자 간의 협력을 전제하는 기존 연구 풍토의 문제점을 지적하면서, 세계생산네트워크론(Global Production Network: GPN)의 관점에서 행위 주체들 사이의 역동적 관계와 역할 분담에 초점을 맞춰, 파주LCD산업집적지 형성과정을 분석한다. 본 연구는 지역 내부의 주요 행위자들의 신뢰나 협력적 관계가 파주LCD산업단지 성공적 조성의 원인으로 보지 않으며, 오히려 다른 이해를 갖고 있는 지역 내생적, 외생적 행위자들이 상호작용하는 과정에서 자신들의 이해를 극대화시키기 위해 전략적으로 결합한 결과로서 산업집적지가 조성될 수 있었다는 사실을 밝힌다. 본 연구는 파주LCD산업단지 조성을 위한 전략적 결합 과정에서 주요 행위자들이 담당하는 역할을 ① 기획 제안자와 협상파트너, ② 사업실행자와 관리집행자, 그리고 ③ 법률시행령 개정자, 조정자 및 자금지원자로 개념화하면서 경기도, 파주시, 중앙정부 간의 역할 분담을 분석한다. 본 연구의 분석을 위해 필요한 자료나 정보의 수집은 크게 문헌연구, 현장 방문, 심층면접에 근거했다.
