The purpose of this study is to propose the problem and reform alternative of local government system in Korea where are lots of arguments on them. The study reviews them in vertical and horizontal terms of local government system, considering population, environment, democracy, efficiency, which are crucial factors to the local government system. It is argued that an approach based on a multi-tier system in vertical term and the consolidation in horizontal term is a more suitable basis for seeking reform alternatives of local government system in Korea. This paper presents reform alternatives of local government system in Korea as follows. First, through the structural reform of established city, county, and district a new consolidated bigger city
is to be developed, which is a high local government. Second, through the structural reform of established Eup, Myeon, and Dong, a new low local government is to be developed. Third, through the structural reform of established metropolis and province a new super-regional authority is to be developed. Fourth, a new mega city-region authority reflecting its distinct and representative characteristics is to be developed.

본 연구의 목적은 많은 논의들이 이루어지고 있는 우리나라 지방행정체제의 개편대안을 제시하는데 있다. 지방행정체제의 개편논의를 수직적인 차원과 수평적인 차원에서 검토하되 이에 중요하게 고려되어야 할 인구적, 환경적, 민주성과 효율성의 측면에서 현행 지방행정체제의 문제점을 파악하고 이를 해결하기 위한 방안을 모색하기 위한 틀을 마련한다. 이 틀 가운데 대안을 모색한다. 4가지 측면에서 볼 때 지방행정체제의 개편은 수직적으로 중층제로, 수평적으로 통합적 방법으로 이루어지는 것이 바람직할 것이다. 이의 구체적인 개편대안은 다음과 같다. 첫째, 시군구의 통합을 통한 통합시로의 개편하되 광역자치단체화하는 방안이다. 둘째, 읍면동의 통폐합을 통한 기초자치단체화 방안이다. 셋째, 광역시와 도의 통합과 초광역화 추진하되 초광역행정기구로 개편하는 방안이다. 넷째, 광역대도시권의 특수성을 반영하기 위한 대도시권 광역행정기구의 신설안이다. 지방행정체제의 개편은 미래지향적인 생존전략
으로 추진되어야 하며, 지방분권화 추진과 함께 합리적인 민주과정으로 추진되어야 할 것이다.
