This study investigated recognition and attitude of citizens who were another subject of both police activities and police services, and it discussed problems and improvement of local police system. The findings were as follow: Firstly, general citizens had negative recognition and attitude on local security situation. Secondly, four sub-factors of local police system varied depending upon local characteristics: In particular, citizens at small and medium-sized cities cognized police patrol system negatively more than the ones at large cities did. Thirdly, factors having influence upon cognition on local security situation were: Proper organization of not only community cooperative activities but also police patrol division system had positive influence so that local police operating system considering either cooperation with community or security conditions of each region should be made. Therefore, police policy makers are demanded to make various kinds of idea collecting windows that can properly reflect not only inner voices
of police organizations but also general citizens' ideas, so that they shall find out proper improvement and effective operations of local police system. And, to get people's reliability
on police activities, citizens' ideas, recognition and attitude shall be firstly reflected rather than system operation through analysis and evaluation of the interior of the police.

본 연구는 경찰활동과 치안서비스의 또 다른 주체인 일반시민들의 인식태도를 분석하여 지역경찰제의 문제점과 개선방안을 논하고자 하였다. 이에 대한 연구결과를 종합해보면, 첫째, 지역치안상황에 대한 일반시민들의 인식을 측정한 결과, 전반적으로 부정적 인식태도를 견지하고 있음을 파악할 수 있었다. 둘째, 지역특성에 따라 지역경찰제의 네 가지 하위 요인별로 차이가 있는가를 살펴본 결과, 특히 중소도시의 시민들이 대도시 시민들 보다 순찰지구대의 편성을 비교적 부적절하게 인식하고 있는 것으로 나타났다. 셋째, 지역치안상황의 인식에 영향을 미치는 요인들에 대한 분석결과, 지역사회협력활동과 순찰지구대 편성의 적절성이 정적인 영향을 미치는 것으로 나타나 지역사회와의 협력방안이나 지역별 치안여건을 고려한 지역경찰 운영시스템이 수립되어야 한다는 점이 결론으로 도출되었다. 그러므로 향후 경찰의 정책수립자들은 경찰조직 내부의 목소리 뿐 만 아니라 일반시민들의 의사를 적절히 반영할 수 있는 다양한 의사수렴 창구를 마련해야 할 것이며, 이를 통해 지역경찰제에 대한 적절한 개선책과 효과적 운용방안을 모색해야 할 것이다. 또한 경찰활동이 진정 대국민 신뢰를 확보하기 위해서는 경찰 내부의 분석과 평가를 통한 제도운용이 아닌 시민의 의사와 인식태도 역시 우선적으로 반영될 수 있다는 점을 간과해서는 안 될 것이다.
