The more complexed and specialized society is, the more its people require the various role of the police. And the police organization also needs the suitable police education to introduce the municipal police system at the same time, for the change and innovation have risen in almost all areas of society. Especially the police enforcement in the field is a very sensitive process of law enforcement which may violate the rights of citizens. Thus, the police officer must always be correct and learn exact police duties. However, even though the effective job training in many ways is required, the education facilities and the education budget and the educational
opportunities and anything-else are not enough to fulfill. In addition, in order to supplement each of shortages, the local police academy has been doing the best in organizing the regular curriculum and standard process of training, but under the present condition, factors such as the type of group education cause a problem in making an effective police work and accomplishment. Therefore, we need to achieve the demand- oriented education which the police officers want to be trained. for that reason, the result of analysis on subjects for police officers to prefer in the field that they need to learn necessarily shows that the way of writing investigation report is 24%, traffic accidents measures is 13.8%, and the police questioning is dominating 10.5%. Moreover, analysis of in-depth interview has proposed ways to change the direction of police training to the advanced police training such as switch system for improvement
of practical skills of police officers in the field, sandwich system for the university-police cooperation model, the customer-focused CS (Custom Satisfaction) education system and another various educational contents, setting up of a cyber education system to come up to the advanced knowledge and information-oriented-age.

최근 사회가 복잡하고 전문화되어 갈수록 국민은 더욱 다양한 경찰의 역할을 요구하고 있으며, 모든 사회분야에서 변화와 혁신이 이루어지고 있으므로 경찰조직도 지방자치경찰제 도입에 따른 적합한 경찰교육이 반드시 필요한 때이다. 특히 현장에서의 경찰직무집행은 시민의 권리를 침해할 수 있는 민감한 법집행 과정이므로 경찰관은 언제나 올바르고 정확한 경찰직무를 배우고 익혀야 한다. 이러한 측면에서 각 지방경찰청 산하에 지방경찰학교를 정례화하여 거의 표준화된 기능별 교육과정을 진행하고 있으나 현재와 같은 형식적인 집체식교육만으로는 현장대응을 위한 효과적인 경찰직무 및 소양교육에 문제가 있다고 판단된다. 본 연구에서 경찰일선 현장에서 실무를 담당하는 경찰관이 정말로 필요로 하고, 경찰관 본인이 직무집행상 부족하다고 느끼는 직무내용을 설문 분석한 결과, 수사보고 및 범죄사실 작성방법이 24%, 교통사고 초동조치요령은 13.8%, 검문검색요령은 10.5% 순으로 수요도를 보였으며, 주로 경찰서 형사, 교통, 생활질서 관련 부서와 지구대 현장에서 가장 필요로 하는 현장형 직무내용인 것으로 분석되었다. 또한 지방경찰학교의 수요자 중심교육 방안에 대한심층면접분석결과, 경찰관 개개인의 현장실무 능력향상을 위한 현장실습 병행식 교육(switch system)제도 도입, 시민친화적 교육 콘텐츠 개발로서 CS(custom satisfaction)강사 전담팀제 도입, 경찰과 학계 교육협력 구축 및 Sandwich system 도입, 고도의 지식 정보화 시대에 부응하기 위한 사이버 교육시스템 구축, 현안맞춤형 교육제도 도입 등 현장실무경찰관의 실질적인 직무능력을 효과적으로 향상시킬 수 있는 지방경찰학교의 수요자 중심교육 방안을 고찰하여 의미있는 시사점을 제시하였다.
