A Study on the Present Condition of Operating Multicultural Youth Programs

This study is to analyze the actual condition of the multicultural youth programs and to provide the resultant information for the related institutions and the experts on this field, and to present proper direction in developing multicultural programs that can be applied practically to the field in consideration of the development process of the youth in accordance with the characteristics of our country. This study examined the multicultural youth programs in foreign countries through making researches on related literatures and grasped the present condition of the multicultural youth programs operated in local autonomous entities and the domestic institutions related to the multicultural youth through case studies and Internet searches. The researched programs were categorized into those by region, by type, by main body and by content. The results derived from this research are as follows. As multicultural society has recently become an issue, lots of programs related to multicultural youth have been developed and operated. Not only interest in the multicultural youth has been heightened but also prejudice or preconception against the multicultural youth has been changed into positive recognition. The roles of the government and the community have been highly emphasized, and currently, the government, local autonomous entities were vying for developing and operating programs in the youth facilities, and most of those programs were educational programs and one-time programs focusing on simple experience and cultural experiences. Based on the results of this research, I attempt to present the tasks for institutional support for, and revitalization of, the development of multicultural youth programs ahead. First, the priority order of policies for the youth of multicultural families should be heightened from small number of youth welfare areas. Second, cultivation of experts on the multicultural youth should be actively promoted. Third, since the multicultural youth has the characteristics of youth and at the same time multicultural characteristics, the programs for establishing the sense of self-identity as a development process of the youth and the programs for establishing cultural identity need to be developed. Fourth, the functions related to multicultural society should be added to theses facilities, which should be expanded to the center for strengthening the youth capabilities of multicultural society. Finally, the multicultural youth should not be emphasized too much by operating those programs, which may cause adverse effects of hampering the harmonized living with the general youth. It is necessary to operate the programs to integrate the youth of multicultural families and the general youth within the community.

이 연구는 지방자치단체, 청소년시설, 기타 관련 기관에서의 다문화청소년 프로그램의 운영 현황을 조사하고 분석하여 효율적 운영 방안에 대한 방향을 제시하였다. 문헌연구, 사례연구, 인터넷 검색을 통하여 수집된 자료를 분석한 결과, 현재 다문화청소년 프로그램은 정부, 지방자치단체, 청소년시설에서 경쟁적으로 개발하여 운영하고 있었으며, 대부분 교육프로그램, 단순경험과 문화체험 위주의 일회적인 프로그램이었다. 이러한 결과는 프로그램이 체계적으로 기획되고, 프로그램에 대한 정보 제공 및 전문 인력 양성, 중앙・지방자치단체・시민단체의 역할 분담 및 네트워크, 다문화청소년과 일반청소년의 통합 프로그램의 개발의 필요성을 시사한다.
