This study is to analyze the effect of information inequality on the formation of social capital. Given the assumption that social capital and information inequality are not a comprehensive concept converging into a single dimension, information inequality as independent variable is articulated according to the following two aspects: the ability to utilize information resources(information utilization); and the ability to differentiate the quality of information(information consciousness). Social capital as dependent variable is also composed the following two aspects: cognitive aspect(trust), structural aspect(network). Based upon this multilateral perspective, the theoretical background is explored and an analysis is carried out. The analysis reveals that (1) the information inequality among the civil servants is varied according to individual, organizational variables, and type of digital divided; (2) also the influence and level of social background on social capital are varied; (3) the most influential factor among information inequality factors is the information consciousness factor; whereas the information utilization factors is less important. Finally Local autonomy should invest on information cultural capital in order to develop social capital.

본 연구는 정보불평등이 사회자본의 형성에 미치는 영향력을 고찰하는데 목적이 있다. 분석의 결과, 정보불평등의 구성요소인 정보활용요인과 정보인식요인이 사회자본을 형성하는데 있어 영향을 미치고 있는 것으로 나타났다. 아울러 사회자본에 영향을 미치는 사회 배경적 변인이나 정보불평등의 영향요인들도 획일적인 것이 아니라 사회자본의 구성요소에 따라달리 나타났으며 사회자본의 수준 또한 차원별로 다르게 나타났다. 이와 같은 연구결과를 토대로 사회자본의 형성을 위한 대안으로, 영향력을 달리하는 변인들의 기여도를 고려하여 기여도가 높은 정보불평등의 인식요인의 차이를 극복할 수 있는 전략을 모색하는 방향으로 나가야 할 것이다. 끝으로 사회자본의 형성 전략은 획일적인 방식이 아니라, 사회자본을 구성하는 요인별로 다양하게 마련되어야 할 것이다.
