Purpose of this study is presenting efficient counter measures that can be based on "Broken Window Theory" by plan that the police do change by crime prevention and police service offer activity and reduce disorder and crime prevention. Preceding studies are limit that most such as interrelation of alcohol and crime of violence, enactment of protection law of heavily drunken people, general investigation of "Broken Window Theory" stay on simple supplementation side of system. Therefore, this study wish to draw of managementㆍlegal subject by based on link which appear between theoretical viewpoint and systematic type about heavily drunken people.
Result studying about heavily drunken people according to 'Broken Window Theory', first, need system convertibility of the round of inspection activity center. Second, need to establish credibility about inhabitants. Third, need that establish definite execution standard about policeman in a law enforcement. Fourth, need voluntary participation of inhabitants about police activity and cooperation. This is that inhabitants and police should act for region's stability and order preservation together in heavily drunken people's problem solution with wholesome drinking culture on our society. Thus, through 'Broken Window Theory', the police should achieve as region servant, order preservation person, service provider's role for social problem solution by heavily drunken people problem.

본 연구의 목적은 경찰이 범죄예방과 치안서비스제공 중심의 활동으로 전환하기 위한 방안으로 “깨어진 유리창 이론”에 근거해 무질서 및 범죄예방을 줄일 수 있는 경찰의 효율적 대응방안을 제시하는데 있다. 기존의 연구는 주로 알코올과 폭력범죄의 상관관계, 주취자 보호법안 제정, “깨어진 유리창 이론”의 일반적인 고찰 등 대부분이 제도의 단순한 보완적 측면에 그친 한계가 없지 않은 바, 본 연구는 주취자에 대한 이론적 관점과 제도적 유형 사이에 나타나는 연계성에 기초하여 관리적ㆍ법적 과제를 도출하고자 한다. ‘깨어진 유리창 이론’에 따라 주취자에 대해서 연구한 결과, 첫째, 순찰 활동 위주의 시스템 전환이 필요하다는 알 수 있다. 둘째, 주민들에 대한 신뢰성을 확보할 필요가 있다. 셋째, 법 집행에 있어 경찰관들에 대한 명확한 집행기준을 설정하는 것이 필요하다. 넷째, 경찰활동에 대한 지역주민들의 자발적 참여와 협조가 필요하다. 이는 한국사회에서의 건전한 음주문화와 더불어 주취자 문제해결에 있어서 지역 주민들과 경찰이 함께 지역의 안정과 질서유지를 위해 활동하여야 한다는 것이다. 이와 같이 ‘깨어진 유리창 이론’을 통해 주취자 문제에 따른 사회문제 해결을 위해서 경찰은 지역봉사자, 질서 유지자, 서비스 제공자의 역할자로서 수행해야 한다.
