‘교원의 정치적 중립성’은 다양하게 인식될 수 있는 상대적 개념이라 할 수 있다. 여러 나라의 ‘교원의 정치적 중립성’과 관련된 법규범의 양상과 변천과정을 탐색한 결과, 이는 사회의 변화에 따른 상대적이고 유연한 개념이라 할 수 있었다. ‘교원의 정치적 중립성’에 대한 서로 다른 인식은 개인 간 그리고 집단 간 갈등을 일으키는 사회적 쟁점이 되고 있다. 또한, ‘교원의 정치적 중립성’에 대한 사회과 교사의 인식 특성을 이해하는 것은 사회과 수업의 환경적 토대를 이해를 가능하게 하는 기초가 될 수 있다. 본 연구는 청주시에 거주하는 시민과 청주시 소재의 중·고등학교에 재직하고 있는 교사들을 대상으로 설문 조사 하여, 사회과 교사의 ‘정치적 중립성’에 대한 인식 특성을 탐구하고자 하였다. 청주시 사회과 교사의 인식 특성을 분석한 결과, 사회과 교사는 다른 집단에 비하여, 다양한 교원의 활동이 ‘교원의 정치적 중립성’을 훼손하지 않는다고 인식함으로써 교원의 정치활동에 허용적인 경향성을 나타냈다. 그러나 일부의 교수 방법이나 자신의 정치적 입장을 행동화하는 것은 교원의 정치적 중립성을 훼손한다는 견해가 다른 집단에 비해 강하게 나타내고 있었다. 이러한 점에서, 사회과 교사는 ‘교원의 정치적 중립성’에 대하여 적극적 교수 방법이나 입장 표명을 위한 활동을 유보하는 다소 모호하고 이중적 인식을 가진다고 볼 수 있다.
