This is study on evaluation of childcare policy in President Kim, Dae-Jung & Roh, Moo-Hyun’s Administration for last 10 years. Current administration of President Lee, Myung-Pak laid it down that last 10 years was missing years for us. But before doing so, we have to evaluate it objectively. This is to suggest child care policy devices based on policy of central government with the national child care plans in 2001, 2006 and policy outcomes for last 10 years. Analysis outcomes with focus on accessibility, affordability, quality of service, diversity of service, and level of government intervention showed followed like below; in relation with accessibility there are more child care places than demand over the whole country, in relation with affordability the level of government subsidy is low, in relation with quality, there are adequate systems connected with qualification, standard curriculum and child care accreditation. In connection with the level of public intervention it revealed that the rate of child care fertilities established by government is lower and the number of children received government subsidies is higher than the national plan’s.

이 논문은 김대중 대통령의 국민의 정부와 노무현 대통령의 참여정부 10년(1998~2007)의 보육정책을 평가한 것이다. 새 정부는 과거 정부의 정책성과를 부정하고 새로운 국가정책 방향을 제시하고자 하는데, 정책은 과거 정부 정책에 대한 객관적인 평가를 바탕으로 하여야 한다. 본 연구는 지난 10년간의 국가차원의 보육정책의 추진 성과를 평가하고 향후의 정책 방향을 제안하는 것을 목적으로 한다. 본 연구는 중앙정부의 보육정책 계획과 추진실적을 바탕으로 기존의 평가연구와 달리 접근성, 비용부담의 적절성, 서비스의 질, 서비스의 다양성, 공공성 영역에서 평가를 시도하였다. 평가 결과 보육시설에 대한 접근성을 보면 전국 차원에서는 총 공급량이 부족하지 않으나 지역별 접근성에는 편차가 있으며, 서비스의 질 관리를 위한 제도적 기반은 계획에 따라 마련되었으나 내용에서 충분하지 않으며, 비용부담의 적절성의 측면에서는 국가의 재정 분담률이 아직 목표에 미달하고, 서비스의 다양성도 제한적 범주로 추진되고 있다. 공공성의 측면에서는 국공립보육시설의 설치가 국가계획 대비 매우 낮았지만 보육료 지원대상의 수는 계획을 충족하고 있었고, 민간보육시설에 대한 지원도 확대되었다. 민주당 10년의 정책은 보육정책을 확대하는데 기여하였으나 여전히 공공성 확보와 제도적 성숙의 과제를 남겨두고 있다고 볼 수 있다. 이러한 분석결과를 바탕으로 새 정부의 보육정책의 과제를 제안하였다.
