Police discipline is not just the reason that the police exist but serves as a barometer in establishing moral, ethical, and responsible police administration as well. The problem of the relaxation of discipline in some policemen is that it weakens national competitiveness, causes the public to distrust the police, and makes them a target for reform. It is self-evident that if the police fail to gain the public's trust, its value disappears. It is absolutely obvious that the collapse of police discipline eventually leads to loss of the nation's public power and absence of public security services, resulting in irreversibly enormous damage to both the general public and the police structure. In order to advance the police organization, it is a self-evident truth that police discipline should be established. The purpose of this study is to make the following policy suggestions in order to establish police discipline. First, Strengthen the ethical education aimed at police officers (including newly-appointed policemen) Second, Recreate the police culture through a police reform Third, Reinforce inspections. Fourth, Block the harmful environment for police officers. Fifth, Work circumstance improvement.

경찰기강은 윤리와 도덕 그리고 책임있는 경찰행정에 있어서 바로미터가 되고 있지만 여러 가지 이유들로 인해 정립되고 있지 않다. 일부 경찰관들의 기강해이 등으로 인해 국가경쟁력을 저하시키고 있을 뿐만 아니라 국민들로부터 불신의 대상이 되고 심지어는 개혁의 대상이 되고 있다. 경찰이 국민들의 신뢰를 얻는데 실패할 경우 경찰의 가치는 사라질 것이다. 경찰기강이 확립되지 않으면 국가 공권력의 실추는 물론 치안서비스의 부재로 국민들의 안전에도 지대한 영향을 미치는 것은 자명한 이치이다. 본 연구는 경찰기강 확립을 위해 다음과 같이 정책적인 제언을 하고자 한다. 첫째, 신임 경찰관들을 포함한 경찰관들의 윤리교육을 강화해야 한다. 둘째, 경찰개혁을 통한 경찰문화를 재정립해야 한다. 셋째, 감찰활동을 강화해야 한다. 넷째, 경찰유해환경을 차단해야 한다. 다섯째, 경찰 근무환경을 개선해야 한다.
