This paper has been proposed on the basis of the 『‘Law on Hyo11): Law on encouraging and supporting Hyo』that has passed the National Assembly in July 2nd 2007. It provides a road map for the system and administration of "KHCCA: Korean Hyo Culture Contents Agency』. The issues regarding the matter are stated in three chapters.
First, the paper deals with controversial issues on aging society, family problems and ethics. Then, it suggests our 'Hyo culture' as a solution to the issues. Through this it points out the necessity to establish KHCCA, and demonstrate a general direction for its administration. In particular, it focuses on clarifying the role of KHCCA, and presents the expected results of KHCCA if it is properly performed its role in the Korean society, in the title of 'Products of establishing KHCCA'. This could be divided into six categories, and the thesis stresses that the best results will come out provided that each categories produce the best output on their own as well as working together as a whole to form a positive and complete cycle of synergy.
Second, the paper provides a specific plan to administer KHCCA. This part is related to the general direction for its administration stated in the previous chapter. Here, it has classified the plan to three phases, and proposes that we execute the plan in steps and the three phases run in connection with each other.
Lastly, the paper sets a long-term objective and a road map for systemizing KHCCA to confirm that the plan works most effectively.

본고는 지난 2007년 7월 2일 국회를 통과한『효행 장려 및 지원에 관한 법률』(2008년 8월 4일 시행)에 기초하여, 그 설치가 요구되는 『효 문화진흥원(Korean Hyo Culture Contents Agency : 이하 KHCCA)의 구성 체계 및 운영 방안에 대한 로드맵을 제시하기 위해 마련되었다. 이를 위해 본고는 논의를 크게 세 개의 부분으로 나누어 전개하였다.
본고는 먼저 오늘날 사회 문제로 손꼽히는 고령화 문제, 가족 문제 그리고 시대 윤리의 문제를 살펴보고, 이에 대한 해결책으로 제시된 우리의 효 문화를 재조명해보고자 하였다. 이를 통해 효 문화를 장려하기 위한 효 문화진흥원 설치의 필요성을 되짚어보고, 이어서 효 문화진흥원의 올바른 운영을 위한 방향성을 명시하였다. 특히, 효 문화진흥원의 운영과 정책을 다루는 제3장에서는 효 문화진흥원의 역할을 분명히 밝히는 데 초점을 두면서, 효 문화진흥원이 한국 사회 내에서 그 역할을 충실히 이행하였을 때 얻을 수 있는 효과를 ‘효 문화진흥원 설치를 통한 산출물’이라는 제목으로 제시하였다. 이는 크게 6가지 분야로 나눌 수 있었는데, 각 분야가 고유의 산출물을 배출하는 동시에 자기 완결적 선순환을 이룰 때 그 효과가 가장 클 수 있음을 주장한다. 본고는 또한 효 문화진흥원의 구체적인 운영 방안을 제시하기도 하였다. 이는 앞 장의 효 문화진흥원의 운영 방향과 계하는데, 본고는 이 운영 방안을 3가지의 하위 분야로 구분하여 단계적으로 실시하고, 각자의 성격에 맞게 운영되며 연계될 수 있도록 제안하였다. 마지막으로 본고에서는 운영안의 효과적인 실행을 위해 효 문화진흥원 운영조직화 사업의 중장기 목표와 로드맵을 제시함으로써 그 운영의 실효성을 극대화시키고자 하였다.
