Research indicates that no more than 20 percent of corporate investment in HRD programs results in performance improvement or transfer to the workplace. Several research have claimed that many programs are not designed for transfer, and instructional strategies or theories for enhancing transfer are not integrated into the design. Although many previous studies listed the identified design factors for transfer in response to this problem, they did not systematically categorize them into meaningful frameworks for practical use. In response, this study identified design factors from extensive literature review and then categorized them which would work at specific phases of learning toward transfer: Activation, Demonstration, Application, and Integration around Problem in a framework that Merrill suggested for successful instructional design. This study will help practitioners understand that a certain set of design factors enhances transfer at specific learning phases. More practically, the systematically categorized design factors could be utilized as a reference for HRD program design from the beginning learning phase to the final learning phase for integrating critical design strategies for transfer.

연구에 따르면 기업이 교육훈련에 투자하는 비용을 고려했을 때, 투자의 20% 정도만이 전이효과 및 수행의 향상으로 회수되었다고 한다. 몇몇 기존 연구들은 이 같은 낮은 투자 대비 효과의 이유를 많은 기업교육훈련 프로그램이 전이를 목적으로 설계되지 못한 점, 그리고 전이를 향상시키기 위한 교수 전략 및 이론이 설계에 통합되지 못한 점에서 찾고 있다. 한편 전이를 증진시키는 설계 요인에 관한 많은 연구가 이루어졌음에도 불구하고, 연구 결과는 실천적 사용에 도움이 되지 못하고 있는 실정이다. 이러한 문제의식을 바탕으로, 본 연구는 우선 광범위한 문헌연구를 통해 기존 연구에서 밝혀낸 전이를 위한 설계 요인들을 수집하고 파악하였다. 이후, 파악된 전이 촉진 설계 요인들을 Merrill의 교수설계 제1원리(First Principles of Instruction)에서 제시하고 있는 성공적인 교수를 구성하는 다섯 가지 범주(사전지식 활성화, 내용제시, 적용, 통합, 그리고 문제)의 틀로 분류하였다. 결과로 다섯 가지 범주의 특정 학습의 국면에서 교육훈련의 전이를 증진시킬 수 있는 설계 요인들을 제시하고 있다. 이렇게 체계적으로 분류된 전이를 위한 설계 요인들은 차후 전체 교육훈련의 학습국면 설계의 첫 단계부터 마지막 단계에 이르기 까지 설계 맥락에 적합한 요인들을 탐색하고 결정하기 위한 참조자료로 사용될 수 있을 것이다.
