The purpose of this research is to understand the interactions among stake holders in the program development process, and the roles and experiences of a program coordinator from the perspective of a program coordinator. We conducted a focus group interview for program coordinators of job assistance program which is planned and managed by the Ministry of Labor. The results show that 1) program coordinators contribute to the program development as a quasi-developer while they acquire the capability as a program coordinator, 2) an initial program adjusts/changes itself to environment through experiencing the conflicts of various stakeholders' interests and power, and 3) the interaction between coordinators and learners lead the initial program to evolve to many different versions. Implications of this research for program development theory are discussed.

이 연구는 프로그램 운영을 진행자의 관점에서 분석함으로써 그 과정에서 일어나는 상호작용과 진행자들이 수행하는 역할 및 경험을 이해하는 데에 목적이 있다. 이를 위해 노동부 취업지원 프로그램을 연구 대상으로 삼아, 프로그램 진행자들을 대상으로 포커스 그룹 면접을 수행한 결과를 분석하였다. 연구 결과는 프로그램 진행자로서 역량 획득, 제 2의 프로그램 개발자로서 프로그램 수정, 교육자로서 보람과 갈등 경험, 구조적 한계 내에서 후속 서비스 제공이라는 네 주제로 나뉘어 분석되었다. 이러한 결과를 통해 이 연구는 프로그램 진행자들은 전문가로서 능력을 갖춰가면서 제2의 개발자로서 역할 한다는 점, 프로그램 운영에는 다양한 권력과 이해관계가 작동하면서 애초 설계된 프로그램이 현장에 적합한 방식으로 변화된다는 점, 진행자와 학습자의 상호작용을 통해 프로그램은 애초의 설계를 원형삼아 수많은 판본으로 진화해간다는 점을 드러내고 있다. 이 연구는 프로그램 개발이 수많은 협상의 산물인 사회적 활동이며, 프로그램 개발론이 설계 뿐 아니라 운영 단계까지 이론적 관심을 확장할 필요가 있다는 것을 제기하였다는 점에 의의가 있다.
