The private transfer defines as 'decreasing the government's role or increasing the role of private sector in possessing the activity or the property' but they say that it is activity method of government to have provided as entrusting the private with service. Today, this notion means both the wider scope of service provision to expand and the private-government cooperation. To solve the problem of private transfer expenditure, the right evaluation on to which extend the failure of market and government respectively occurs must go ahead. The purpose of this study is to analyze what factors affect the amount of private transfer expenditure local governments provides. To do that, this study analyzes the causes of legitimacy of NPOs through the private transfer expenditure.

본 연구는 자치단체 민간이전지출의 재정지원이 지역사회 조직 정당성에 어떠한 영향을 미치는지, 또 그 요인들은 무엇인지를 규명하는데 목적을 두고 진행되었다. 이를 위해 민간이전지출로 인한 지역사회 조직 정당성 변화에 관한 제 이론 및 경험적 결과를 탐색함으로써, 재정적․재정외적 영향요인을 도출하고자 한다. 실증분석을 통한 검증결과로 조직의 정당성에 긍정적 영향을 미치는 요인들은 각각 무엇인지, 재정요인과는 어떠한 관계가 있는지를 알아봄으로써 지방자치단체 시각에서는 재정지원에 대한 기준을 그리고 지역사회 조직의 시각에서는 정당성을 공고히 할 수 있는 방향을 제시하여준다.
