Various countries of the world is carrying out the policy depends on each of their for the rising of living standards of the people. This paper is studied the devices for development of discriminatory with the upbringing policy to regional industry of the all countries, as EU, Japan, England, France, and the Science Parks was that bench-marking by the writer, to pursue the income rise and balanced development through revitalization the regional industry. Most country is carry out various policies to promote of the regional industry into a method different from country to country according to development stage of the social economy, space of the national land is able to practical use, and special quality of the central industry based on the nation. Our country is only a short time since the history about to the upbringing policy to regional industry guided to effort voluntarily by region. As a result, its level of medium-long prospect is insufficient, attach importance to short-period product. Therefore, the effort to consistently pushed on with policies the more systemic, basic, in the medium-long run is requested.

세계 각국은 자국민의 삶의 질 향상을 위해 나름대로의 정책을 펼치고 있다. 이 연구에서는 그 중에서도 사회적 균형에 기반을 두고 지역산업을 활성화하여 주민의 소득향상과 균형된 국가발전을 추구하려는 EU를 비롯한 일본･영국･프랑스, 그리고 논자가 방문하여 관찰한 사이언스파크 등 각국의 지역산업 육성정책으로 이루어진 차별화된 지역산업 혁신과 발전방안에 대해 고찰해 보았다. 나라마다 사회경제적인 발전단계, 활용 가능한 국토공간, 기반이 되는 중심산업 특성에 따라 상이한 방식의 지역산업 육성정책을 추진하고 있다. 우리나라는 지역의 자발적 노력을 유인하는 지역산업 육성정책의 역사가 일천하여 중장기 전망의 수준이 미흡하고 단기간의 성과에 치중한 경향을 보임으로써 보다 체계적이고 근본적이며 중장기적인 정책을 일관성 있게 추진하기 위한 노력이 요구된다.
