In the twenty-one century, the environmental changes of local governments require to innovate their system as an outcome oriented and client centered. Strategic management is the continuous process with deciding in advance what an organization should do in the future, determining how it will be done and who will do it, and monitoring and enhancing ongoing activities and operations. It involves the combined effect of these three basic components in meeting the goals and objectives of an organization. In order to apply a strategic management to the local government in Korea, this study consider the meanings and characteristics of strategic management for local government, and extract the characteristics and issues of 'Oregon Shines' in Oregon state government as a successful case, and examine the characteristics and problems of 'SMART Pusan 21' in Pusan metropolitan government as a failure case, through the process perspective. In conclusion, having this framework and the process perspective, we suggest the considerations and issues of strategic management planning, strategic management system and relevance for the local government in Korea, successfully. And we propose the programs and manuals of the strategic management.

지방정부의 환경변화는 지방정부의 통치패러다임을 바꾸는 동시에 지방정부경영으로의 혁신을 요구하고 있다. 전략경영이란 조직이 효과적이고 능률적인 전략을 형성하고 수행하는 것을 전제로 조직의 장기적 방향과 성과를 결정하는 과정이며, 동시에 수행된 전략과 성과에 대한 영속적인 평가과정이다. 또한 다양한 조직 기능과 과정들을 광범위하면서 응집력이 있는 전략에 통합시키면서, 동시에 이러한 다양한 기능과 전략적 과정들을 변화하는 환경에 동태적이고 상호작용적인 방식으로 대응할 수 있도록 연결하는 과정이다. 한국 지방정부의 혁신전략으로서 이와 같은 전략경영을 한국의 지방정부에 도입할 필요가 있으며, 이를 위하여 지방정부에 있어서 전략경영과정의 일반적 특성과 성공조건 그리고 오리건 주정부와 부산광역시의 경험과 시사점을 토대로, 한국 지방정부의 전략경영프로그램을 개발하였다. 먼저 이념형으로서 지방정부의 전략경영과정에서의 기본틀과 속성 및 적용과제를 도출하였으며, 다음으로 실제 적용할 수 있는 전략경영프로그램과 매뉴얼을, 부산시정부를 대상으로, 예시적으로 설계하였다.
