This study is on the process of enacting the 'Special Act on the East-West-South Coastal Area Development.' The case study first describes the background and the policy formulation process of the enactment. The initiative role of local government in the agenda building of the special act is discussed. The policy declaration and initiation process as well as the meaning and use of the proposed act is discussed. The discussion includes decentralized planning, building coastal infrastructure, sustainable coastal development, deregulation and regulatory reform, inter-regionally balanced development and the creation of inter-provincial collaborative projects. The study then analyzes the policy formulation process and policy actors. This part of study includes the analysis of policy agenda building utilizing the theory of policy window. The analysis of major policy actors and activities includes bottom-up initiation and alliance of local governments, the response of national agencies, the activities of national politicians, environmental groups and NGOs as wells as the role of expert groups and mass media. The study finally discusses major issues and policy tasks concerning the enactment of the special act including sustainable coastal development, validity of coastal development projects, conflicting interests from development, social equity issues, continuity and responsibility of the relevant projects, financing and investment as well as the legal legitimacy of the enactment itself.

이 연구는 동서남해안권발전특별법의 입법과정에 관한 사례연구이다. 사례연구는 먼저 특별법 입법의 정책형성의 배경과 과정을 기술하며 의제형성과정에서 지방정부의 주도적 역할을 논의한다. 이를 위해 정책선언과 의제 제기과정을 분석하고 제안된 특별법의 의의와 가치를 계획분권, 연안인프라 구축, 지속가능한 연안개발, 규제의 완화 및 개혁, 지역간 협력을 중심으로 논의한다. 또한 이 사례는 정책형성과정과 정책행위자를 지방정부, 중앙정부기관, 국가정치인, 환경단체와 NGO, 전문가 집단, 매스미디어를 중심으로 분석한다. 이 연구는 끝으로 해안권발전특별법의 이슈와 정책과제를 지속가능성, 연안개발 프로젝트의 타당성, 개발이익 관련 사회적 형평성, 재정과 투자를 중심으로 논의한다.
