Considering many people in Korea regard the National Assembly as untrustworthy because of the crippled operations of it, this study discusses what kinds of the reforms on party politics are needed to promote favorable operations of the National Assembly in Korea. To be more specific, this study begins a theoretical discussion about ideal relations between party politics and legislative politics in representative democracy. In addition, this study points out the realities and problems of the party politics in Korea with reference to the unproductive operations of the National Assembly. Finally, this study suggests some methods to promote favorable operations of the National Assembly regarding the party politics in Korea.

본 연구는 한국 국회가 파행적으로 운영되고 국민들로 신뢰를 받지 못하고 있다는 점을 고려하여 한국의 국회가 원활하게 운영되기 위해서는 어떠한 정당정치의 변화를 도모할 필요가 있는가의 문제를 중심으로 논의를 전개하고 있다. 세부적으로 본 연구는 먼저 대의민주주의 하에서 정당정치와 의회 운영은 어떻게 이루어지는 것이 이상적인가에 대한 이론적 논의를 전개하고 있다. 다음으로 한국의 정당정치와 국회 운영의 현실과 문제점들에 대하여 논의하고 있다. 그리고 마지막으로 한국의 국회가 생산적으로 원활하게 운영되기 위해서 요구되는 정당정치의 개선방안을 제시하고 있다.
